Position Summary

The HR Generalist is responsible for managing and performing payroll processes while ensuring compliance with federal and state regulations. The incumbent maintains accurate payroll records, ensures the timely and accurate remittance of payroll taxes to government agencies, and oversees contributions and payments to retirement plan agencies. This position is responsible for generating the organization's bi-weekly payroll for an average of 1,200 employees including permanent staff, 10- and 12-month faculty, adjunct faculty, student employees, and temporary employees. Additionally, this position requires a specialized understanding of compensation, benefits, tax compliance, accounting principles, budget management, and technology. This position interacts with Human Resources and Accounting departments in relation to position setups, position funding, and general ledger reconciliations.

Specific Duties and Responsibilities

ESSENTIAL JOB FUNCTIONS:

Payroll Processing - 40% Perform bi-weekly payroll processes: Payroll Calculation Register (CALC) After the Pay Period Gross Summary (PPGS) process completes and before payroll is calculated.Run the 13-step bi-weekly payroll process after the final review is complete. These processes create final payroll computation, generate check and direct deposit flat files, create general ledger posting entries, a customized process to offset Optional Retirement Plan entries, the encumbrance relief process, and the accounts payable remittance voucher process. The processes involve several steps requiring verification and a solid understanding of the payroll system processing and troubleshooting. Responsible for entering grant funding changes into database as requested by departments. This includes coordinating with the accounting department, verification of active/accurate account codes. The setting up of funding and wage records. Reviews data entries from Human Resources to ensure accuracy for payroll processing. This includes reviewing information such as demographics, salary, benefits, account codes, leave accrual, workers compensation, and federal and state withholding. Manages the issuance of manual payroll checks. This includes processing appropriate paperwork and documentation for the Payroll and the Accounting departments. Reconciliation Processes - 20% Verifies payroll tax withholding figures posted to the general ledger each pay period and researches any discrepancies.Responsible for accurately reconciling and submitting timely payments of Federal and State withholding taxes for jurisdictions including Washington DC, Maryland, Pennsylvania, South Carolina, and Virginia. Assists Human Resources and Accounting departments in relation to position set ups, attaching funding to employee positions, and general ledger account reconciliations.Responsible for accurately reconciling and submitting timely payments of all retirement and annuity accounts including Maryland State Retirement, TIAA, and Fidelity.Time Sheet Review - 20% Analyze and review electronic timesheets for non-exempt employees including permanent staff, temporary and student workers.Review regular hours worked, additional hours, and overtime hours.Monitor federal work study students award balances and FICA exempt status of student workers. This involves Colleague database research and communication with the Financial Assistance department and student workers.Provide Backup Coverage/Support - 10% Back up Administrative Assistant II with requests for Direct Deposit. Monitor new set-ups, update ACH bank table in database.Back up Administrative Assistant II with requests for Verification of Employment in a timely manner.Provide support during audits; including fiscal year end, retirement, and financial aid audits as it relates to area of responsibility. Back up Administrative Assistant II for the processing of assignment contracts for part-time instructors. This includes verifying account codes for each contract and correctly allocating funds according to overload or part-time faculty status and entering contracts into the Colleague database.Back up Director of Payroll for printing checks, verifying direct deposit file, and transmitting electronically.Train student assistants on payroll processes related to timesheets, PPI's, paycheck information, and payroll schedules. Reporting/Records Retention - 10% Generate reports for Maryland Higher Education Commission (MHEC) on a Monthly basis, and quarterly retirement reports for grant and auxiliary funded employees for MHEC; reviews and ensures the accuracy of all data. Create ad-hoc payroll data reports using CROA and Colleague as requested by departments. Oversee the administration of the Payroll Office Record Retention Program related to employees and payroll document files. This includes researching employee status, retiring inactive payroll files, archiving timesheets at fiscal year-end, and coordinating efforts with Human Resources staff to consolidate Human Resources and Payroll files to be sent to long term storage.
Additional Duties:
Other related duties as assigned. Minimum Education and Training Associate degree in a related field. Three years payroll processing experience.Proficient with Microsoft Office Suite.
Preferred Education and Experience:
Bachelor's degree in related field.Four years payroll processing experience.Fundamental Payroll Certification (FPC)
Licenses or Certifications:
Financial disclosure is required for this position. Minimum Qualifications and Standards Required Apply knowledge of Fair Labor Standards Act to process time sheets for non-exempt benefits-eligible employees.Ability to compute overtime; calculate additional pay factoring in special situations such as call back and emergency closings vs. normal overtime pay; verify the hours worked against the hours scheduled; calculate pay period dates to be paid.Knowledge of accounting and finance principlesDemonstrated ability to secure confidential information.Excellent interpersonal, oral, and written skills.Knowledge of standard payroll policies and payment methods.General knowledge of Federal and State regulationsFamiliar with IRS Circular E PublicationAbility to adapt and perform in a fast-paced work environment.Ability to adhere to strict deadlines and to prioritize tasks.Excellent customer service skills.
PHYSICAL DEMANDS:
The work is sedentary work which requires exerting up to 10 pounds of force occasionally.
