JOB SUMMARY

The Occupational Skills Training Specialist reports to the Program Administrator under the supervision of the Program Director and develops occupational skills training programs for participants.
The Occupational Skills Training Specialist monitors and evaluates training programs to ensure they are current and effective.

ESSENTIAL JOB RESPONSIBILITIES

1.
Assesses training needs through participant interviews, community partners and WDB evaluation instruments such as WorkKeys, Metrix and Dynamic Works.

2.
Recommends training courses based on participants' assessment results, aptitudes and interests.

3.
Counsels participants on the benefits of occupational skills training and related service information.

4.
Responsible for effective teaming to ensure WIOA performance outcomes are met.

5.
Identifies and assesses training needs with Monterey County businesses.

6.
Meets with Monterey County private and public sector businesses to determine their employee training needs.

7.
Provides routine evaluations of occupational skills training effectiveness.

8.
Makes appropriate occupational skills training referrals to participants.

9.
Responsible for the development of new occupational skills training partnerships.

10.
Maintains effective relationships with occupational skills training organizations.

11.
Selects and assign instructors or vendors to conduct training.

12.
Monitors and evaluates training programs to ensure they address current Workforce requirements.

13.
Performs administrative tasks such as monitoring costs, scheduling classes and coordinating enrollments.

14.
Provides case management services maintaining regular contact with participants.

15.
Coordinates and purchases participants' supportive services based on need.

16.
Maintains a database of occupational skills training partners and placement statistics.

17.
Provides transportation in the agency's vehicles as needed.

18.
Provides individual and group job-related instruction and mentoring.

19.
Delivers youth services community awareness education.

20.
Updates in-house rosters and statistical reports.

21.
Maintains case files in accordance with contracts and Turning Point policy.

22.
Provides outreach and recruitment activities.

23.
Performs a variety of clerical tasks.

24.
Attends training as assigned by the Program Director.

25.
Think and act quickly and efficiently in emergencies.

26.
Comply with all Turning Point Safety policies and procedures, including but not limited to workplace safety, reporting work-related injuries, Infection Control and preventing potential safety risks for staff, clients and others.

ESSENTIAL JOB REQUIREMENTS

1.
Associate of Arts degree or equivalent education/experience in business, counseling, social service, or related field.

2.
Ability to work with court-involved youth ages 16 to 24.

3.
Knowledge of the employer community and the local labor market.

4.
Ability to work in the community with limited supervision.

5.
Mature judgment and sound assessment skills.

6.
Ability to handle sensitive issues with confidentiality, integrity, and tact.

7.
Must be able to use personal vehicle for Agency business.

8.
Skillful in working with people, especially those in difficult financial and personal crises.

9.
Ability to work as part of a team cooperating with supervisors and co-workers in order to provide optimum customer service.

10.
Intermediate computer skills in Microsoft Word, Excel, Outlook and PowerPoint.

11.
Possess a valid driver's license and have access to a dependable means of transportation that is properly insured and operated in accordance with all laws.
Agency insurer authorization is required.

12.
Ability to pass a criminal background check.

13.
Ability to pass a pre-employment physical, drug screen, general physical, and TB test.

14.
Must maintain good relationships with consumers, co-workers, government and civic representatives, as well as community members within whom the Agency is transacting business, and relate to them in a professional manner.
