PURPOSE OF THE POSITION
The PHA ARB Executive Director is responsible for performing duties and assignments directed by the PHA ARB Board of Directors and preparing, promulgating and enforcing architectural standards, design guidelines and construction rules and regulations within the community in accordance with the company's Restrictive Covenants. The position reports to the Executive Director and the President of the Board of Directors.
GENERAL RESPONSIBILITIES
Implement policy and enforcement of all restrictive covenants.
Receive, evaluate, prepare and coordinate all projects and issues to be presented at the meetings.
Maintain a schedule of meetings and notify in a timely fashion directors of any changes that may be required to such a schedule.
Represent the company Architectural Review Board in meetings with owners, designers and public sectors administrators like the permits and regulatory agencies.
Be knowledgeable of all applicable covenants and deeds pertinent to properties.
Supervise staff in their responsibilities to inspect, record, and provide follow up on all violations concerning the following:
§ All applicable restrictive covenants
§ Construction violations
§ Home builder's guidelines
§ Finished construction prior to issuance of a use permit
In the performance of the duties described above, the Architect representative has the authority to stop construction work and to issue fines until compliance is achieved.
Disseminate all information requested and/or needed by homeowners, contractors, architects, real estate agents, public agencies, concessionaires, and any other persons or agencies interested in relation to the duties listed herein.
Meet with architects, contractors, developers and homeowners to review architectural plans, projects, or possible projects for compliance with Association policies, restrictive covenants and design and construction guidelines.
Report the outcome of the Boards decisions on plans submitted to the Board for review for compliance with the following:
a. Zoning Regulations
b. Building Code
c. Design Guidelines
d. Applicable Covenants
e. Company Master Plan
f. Payment of all fees related
Attend community meetings and activities associated with project development, enforcement of construction rules or the dissemination of information or guidance.
Direct all administrative support functions of the company and of its Board of Directors to include the recording and maintenance of minutes of Board meetings.
Develop and implement an effective community communication program.
Perform other duties as directed by the Board of Directors
SPECIFIC AREAS OF RESPONSIBILITY
Direct and supervise the operation of the company.
Insure adequacy of equipment, supplies and materials
Coordinate security of facility and operations
Enforce office safety
Prepare annual budget to support programs and activities and monitor expenditures.
Supervise staff monitoring construction activities, making site visits, resolving complaints and issuing violations fines, as appropriate.
Perform periodic reviews of construction rules and regulations, identify deficiencies and make appropriate recommendations.
Provide timely reports to the Board of Directors.
Make presentations on community programs and projects pertinent to operations and guidelines.
Implement Board decisions as applicable.

The Architect would normally attain the required knowledge, skills and attitudes through studies in architectural design. Experience equivalencies will be considered.
Physical Demands
The Architect will have to spend hours sitting and using office equipment and computers, which can cause muscle strain. He may also have to do some light lifting of supplies and materials from time to time.
Environmental Conditions
The Architect may have to manage a number of projects at one time, and may be interrupted frequently. He/She may find the environment to be busy, noisy and will need excellent organizational and time and stress management skills to complete the required tasks.
Sensory Demands
Sensory demands include use of the computer, which may cause eyestrain and occasional headaches. The office may be noisy and busy making it difficult for the Architect to concentrate.
Mental Demands
The Architect will have to manage a number of requests and situations at one time. Stress may be caused by the need to complete tasks within tight deadlines.
Job Type: Full-time
Pay: $65,000.00 - $80,000.00 per year
