Position Summary:
We are currently recruiting for Public Assistance Subject Mater Expert. The key responsibility of the role will be to provide technical assistance to the client in relation to the FEMA regulations associated with the Public Assistance program.

This position description incorporates the core responsibilities of the job. It recognizes that other related duties not specifically mentioned might also be performed, and that not all responsibilities may be carried out depending on operational needs.

Position Type:On-Call
Compensation:Commensurate with experience

Essential Job Functions:
The candidate will perform the following essential functions:
Managing teams in conducting site assessments, and developing scopes of work and cost estimates, and developing/validating Project Worksheets (PWs) to repair/replace damaged public infrastructure,
Identifying opportunities for hazard mitigation under the 406 Hazard Mitigation Program
Reviewing and compiling information related to compliance with Section 428 of the Public Assistance Alternate Procedures Pilot Program
Reviewing construction contracts for compliance with state, federal and local laws, regulations and Serving as the direct interface with a high-level officials and other client partners
Serving as a technical expert on FEMA PA Disaster Recovery programs to lead the client's response.
Ensuring the delivery of timely, effective and high-quality results to support the disaster recovery effort.
Ensuring all laws, rules, policies, procedures, and regulatory requirements are met

Experience and Skill Requirements:
10+ years of experience as a FEMA, State or Local Public Assistance Officer
Relevant professional certification (i.e., P.E., CFM, AIA, PCM, PMP)
Completion of FEMA/EMI Advanced Professional Series or Professional Development Series, ICS series
Knowledge of Federal and State Recovery Programs and Initiatives, Public Assistance and its implementing regulations
Knowledge and experience with engineering principles and practices as they relate to PA programs
Demonstrated experience with FEMA's Cost Estimating Format
Demonstrated knowledge of federal regulations, policies and guidance within the FEMA Public Assistance Program
At least 5 years of experience working at senior levels of FEMA PA large-scale disaster recovery projects
Professional reputation for consistent excellence in delivering upon client commitments, ensuring effective program and project quality review processes, and driving a customer satisfaction culture.
Ability to reside in Puerto Rico for long-term assignments and with flexibility to travel.
Demonstrated success managing complex cross-functional teams to complete challenging project deliverables

Education Requirements:
Bachelor's degree in business or a related field
BS/BA degree in related field. Post graduate degree in and a post graduate degree in homeland security, emergency management/planning or other related subject is desirable

Work Schedule:
This position requires the following time and staffing commitment:
Ability to work anywhere from 40 hours per week to up to 80 depending on project needs
Ability to stick to a rotation of 4 weeks on and 1 week off
May require deployment within 24 hours of notification
May be asked to work irregular/extended work hours
May work at other locations than assigned TDY
May require relocating to emergency sites that require functioning under intense physical and mental stress
