The Supervision + Credit (S+C) group is responsible for the supervision and regulation of state member banks (SMBs), bank holding companies, savings and loan holding companies, financial holding companies, data service providers, trust companies, and foreign banking organizations that operate in the Twelfth District. Supervised institutions are in all states of the District and range in size and complexity from small community organizations to some of the largest banking organizations in the country.
The Senior Examiner role is part of the S+C Community & Regional Institution Supervision (CRIS) team, which is responsible for developing and executing the supervisory strategies for community banking organizations (i.e., those with consolidated assets below $10 billion) and the System's largest portfolio of regional banking organizations (i.e., those with consolidated assets between $10 billion and $100 billion).
Senior Examiners participate in supervisory work for our portfolio of state member banks, bank holding companies, and non-bank subsidiaries. Senior Examiners lead higher complexity examination events and may act in a dedicated capacity for specified institutions, which would include assisting in the development and execution of supervisory strategy, ongoing monitoring, and leading discreet supervisory events. A significant aspect of these roles is the development of less experienced examiners, including those still obtaining their commissions.
Essential Responsibilities: Acts as a subject matter expert for the CRIS portfolio institutions and related risk area(s) or product(s), crafting strategy across groups of institutions and horizontal risk area(s). Participates on point-in-time examination/inspection teams, as an examiner-in-charge (EIC) of examinations/inspections, and/or as a member of a dedicated supervisory team overseeing CRIS institutions, particularly those with higher risk profiles and non-traditional activities, including state member banks, non-bank subsidiaries, trust departments, and/or financial, bank and savings and loan holding companies. Leads projects within an examination work cycle and/or acts as an EIC, which often includes scoping and organizing examination activities, developing supervisory plans, and overseeing the work processes and coordinating assignments of junior staff, as well as finalizing examination reports, briefings, memoranda, and/or other examination deliverables, including providing sign-off when acting as EIC, ensuring that all written materials adhere to all relevant rules and regulations and reflect high-quality, thorough analyses and actionable conclusions. Assesses institutions from an enterprise-wide perspective, including utilizing holistic knowledge to engage in risk management analysis across an institution's various operations, identifying and assessing emerging trends and potential impacts on financial institutions, and developing analytical processes to monitor risk. Delivers conclusions and recommendations in both verbal and written format to senior management of the institution and boards of directors, assisting junior staff acting as EICs in the delivery of complex and sensitive messaging, as needed, as well as leading meetings and presentations to internal and external stakeholders, which frequently comprises senior Reserve Bank leaders and Board of Governors staff. Maintains and deepens relationships with supervisory personnel at the Board of Governors and other Reserve Banks, as well as with senior management and directors of supervised institutions, to ensure thorough evaluation and the communication of complex, sensitive examination and supervisory issues. Engages in formal training and mentorship programs for junior staff, including providing performance feedback to management. Leads Reserve Bank and System-level initiatives, including, but not limited to, contributing to projects and working with staff from other Reserve Banks, the Board of Governors, and other regulatory agencies. Requirements: A bachelor's degree is required; a major in business, economics, finance, accounting, or a related field is preferred. An examiner commission issued by the Board of Governors of the Federal Reserve System, or other financial institution regulatory agency such as the Office of the Comptroller of the Currency (OCC) or Federal Deposit Insurance Corporation (FDIC) is required. This includes commissioned-level examiner experience from a state department. Eight or more years of relevant experience in banking, financial industry, banking supervision, or an equivalent combination of education and experience. Knowledge of the banking industry and related supervision and regulation framework is required, and the ability to read and interpret financial information, including but not limited to capital structures, financial stability data, and market data. Ability to read and interpret supervisory ratings and enforcement records, as well as the ability to read and apply Federal Reserve System rules and regulations related to bank activities and expansionary transactions. Ability to deliver verbal and written information effectively and accurately. Proficiency in PC software products, including Word, Excel, and PowerPoint. Travel required and the amount will vary depending on the location of the successful candidate (10-30%). This position requires access to confidential supervisory information, which is limited to "Protected Individuals." Protected Individuals include, but are not limited to, U.S. citizens and U.S. nationals, U.S. permanent residents who are not yet eligible to apply for naturalization, and U.S. permanent residents who have applied for naturalization within six months of being eligible to do so or who will sign a declaration of intent to apply for naturalization before they begin employment. #LI-Hybrid
Base Salary Range: Min: $151,500 Mid: $196,700 Max: $241,900 (Location: San Francisco)
Final salary and offer will be determined by the applicant's background, experience, skills, internal equity, and alignment with geographic and other market data.
