(VISN 8 includes the VA Healthcare Systems, VA Medical Centers, and VA Hospitals of Bay Pines, San Juan, Miami, North Florida/South Georgia, Orlando, Tampa, West Palm Beach, and the VISN 8 Network Office. ) Duties SummaryThe Supervisor of Manpower Data Systems within the VISN Human Resources Management Office (VHRMO) will serve as senior advisor responsible for the VISN Manpower team as the intermediary between the VHA's Manpower Management Office and the Network Office to execute and implement programmatic risk management, strategic planning, and the development of new business processes, system requirements, and directives/policies.ResponsibilitiesMajor duties include:Lead the development and implementation of position management and manpower systems capabilities for the VHA system.Conduct original research and studies to identify courses of actions that impact long-range manpower management, workforce planning, succession planning, and financial forecasting capabilities.Oversight and accountability for the accuracy of the VHA position inventory; and develops program guidelines to improve the efficiency of human resource offices and effectiveness of resource management committees at each VHA healthcare system and VISN.Advise staff on how to troubleshoot workflows and quality assurance issues, and briefs senior leadership on required remediation steps in a sensitive manner.Provide authoritative technical leadership, advice, and assistance on highly complex, controversial, or precedent setting matters; provides creative and technically sound solutions to challenging problems including high visibility and critical issues; and leads the development of business processes, system requirements, and directives/policies to support new, enhanced workforce management capabilities.Serve as a senior advisor on VISN-wide manpower technology initiatives and is responsible for providing expert technical assistance and in the successful development, deployment, training, and support for new automated manpower technologies and integration of systems within VHA.Create extensive training and guidance for the broader HR community, subordinate employees, and position managers.Provide operational support to the network's strategic alignment and workforce succession planning efforts; and compiles and presents specific strategies to address any leadership or workforce gaps identified in the analyses.Work Schedule: Monday through Friday, 8am-4:30pm or similar administrative hours tour.Telework: EligibleVirtual: This is a virtual position of the VISN 8 Network Office.
