Duties Help Duties Summary You will serve as the Regulatory Accountability Stewardship & Oversight (S&O) Manager for highway and agency programs on the Stewardship and Oversight Team in the Office of Stewardship, Oversight, and Management, Office of Infrastructure. You will serve as agency policy and guidance authority, expert, and resource on regulatory accountability and other stewardship & oversight issues. Learn more about this agency Responsibilities The Transportation Manager (Regulatory Accountability Manager): Serves as a technical authority in FHWA for policies and guidance pertaining to S&O and regulatory accountability. Develops and implements program policies and guidance that apply risk management, statistical approaches to compliance evaluations, value-added and consistent program and project delivery contracts and agreements, and sound, forward leaning principles geared towards maximizing flexibilities, advancing innovation, and the empowerment of, and assistance to States while advancing the Federal interest in providing reasonable assurance of regulatory and other accountability and compliance. Assembles and leads multi-disciplinary, multi-office ad-hoc teams to develop and provide S&O and regulatory accountability direction, guidance, and technical assistance to the FHWA's internal and external customers. Is responsible for facilitating internal and external audits and reviews involving S&O and regulatory accountability, and developing timely and quality agency positions, as well as overseeing the timely development and execution of action plans in response to review recommendations to result in improved accountability. Acts, when needed, for the S&O Lead Program Manager and Team Leader or the Risk-Based Stewardship & Oversight (RBSO) Program Manager, providing national leadership on policy and direction for the S&O of highway and agency Accountability, leading or serving on national and international task forces, attending and participating in national and international meetings and conferences, developing legislation and rulemaking, maintaining liaison with FHWA offices, and other activities required to carry out the roles and responsibilities of the team, and accomplish the objectives of the Stewardship & Oversight Program. The ideal candidate for this position is a mid-level federal aid specialist or manager with the ability in performing risk and program management principles and practices in regards to surface transportation programs. Qualifications To meet the minimum qualifications for this position, you must meet the specialized experience requirements. To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13, it must include: Experience developing, applying, and/or performing program management principles and practices relating to Federal-aid surface transportation programs (transportation planning, design, construction, safety, environment, finance, etc.) AND Experience developing, applying, and/or performing risk management principles and practices related to transportation programs and/or projects. AND Experience providing program stewardship, oversight, and/or reviews of highway programs and projects. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
