Overview:
To assist the Treasurer in the day-to-day operations and supervision of accounts payable/receivable, payroll department staff, portfolio management, grant program accounting, and other program management as needed. To maintain knowledge of jobs assigned to these individuals and to provide guidance to enable them to efficiently conduct their specific tasks.

Qualifications: Appropriate licensure; successful experiences as a fiscal officer, demonstrated leadership capabilities. Valid Ohio Treasurer's License and minimum 5 years of experience as an accountant, assistant treasurer or supervisor in a school treasurer's office preferred. Equivalent experience or Bachelor's degree may be considered. Ability to handle confidential matters, set priorities, work well under pressure with an attention to detail. Self-motivator, with the ability to work with little direction, and to supervise and direct others. Demonstrated proficiency in written and oral communication skills. Demonstrated experience and proficiency in using electronic spreadsheets, word processing and data base applications on a personal computer. Skilled at operating general office equipment in addition to computer specific peripheral hardware. Proven knowledge of the State Auditor's Office Uniform School Accounting System. Ability to trouble shoot computer application problems and systematically develop solutions. A customer service attitude with an ability to handle people in difficult situations. The ability to work cooperatively with others and to take instruction from the Treasurer. Knowledge of fixed income portfolio management and investment laws of Ohio. Such alternatives to the above qualifications as the Board may find appropriate and acceptable. Performance Responsibilities: Supervises accounts payable/receivable and payroll department employees and provides guidance on matters of legal interpretation and Board Policy interpretation. Assists in managing the District investment program and works cooperatively with consultants hired from time to time to improve efficiency of portfolio. Manages District budgetary accounting and payroll systems. Assists in preparing monthly financial reports and appropriately stores this information for efficient retrieval. Assists in preparation of District appropriation resolution and tax budget. Assists in revenue expenditure estimates used to prepare the district's five-year forecast. Assists in preparation of official statements and other related reports needed to obtain a credit rating. Assists in reconciling all District bank accounts. Prepares necessary appropriation and budgetary certificates as required by Ohio Law. Works cooperatively with other administrators in the district, and responds to information requests. Will establish a record retention system and make recommendations to the District Record Commission. Responsible for verifying and balancing budgetary accounts at year end and to make sure all budgetary accounts are in balance pursuant to Ohio Budgetary law. Works cooperatively with individuals responsible for managing State and Federal grant programs by providing cost information and completing cost reports as needed and filing them by required deadlines. Assists in preparation of annual year end cash basis report. Works with the Coordinator of Technology Advancement/EMIS Coordinator to ensure smooth implementation of new hardware/software affecting the accounting system. Maintains adequate training to stay current on new rules and regulations affecting the accounting system and the Treasurer's Office as a whole. Assists Treasurer in developing and implementing policies required by statute or by the Board of Education. Effectively handle day-to-day operating issues that develop in regard to areas under his/her supervision. Acts as Treasurer Pro Tempore if appointed by the Board as same pursuant to Ohio Revised Code Section 3313.23. 20. Other duties as assigned by the Treasurer or his/her designee.
