Nature of Work

Under general supervision from the Supervisor, Application and Web Services, the Business Analyst is responsible for the design, configuration, deployment, maintenance, performance, documentation, and daily support of enterprise application systems. This individual will also provide mentoring, support, and guidance to the Programmers. This position does involve development of custom code applications.

This position is 100 percent in-person and will require employee to work in-office. Remote work is not available for this position.
Examples of Duties

Works closely with programmers to plan, organize, and coordinate work. Provides guidance, training and work counseling as needed. Serves as team lead for small to moderate enterprise applications. Assist in the development of project assignments, schedules, and configuration standards. Confers with users to determine system requirements and configures enterprise applications to meet those requirements. Design and document procedural flows and file layouts. Prepares procedural manuals and documentation for system (end) users. Assists in the planning and conducts acceptance test for new systems and modification to existing systems. Responds to emergencies. Participates in meetings with user staffs and management personnel to define priorities, scope, resources, and time frame of projects. Minimum Qualification Requirements KNOWLEDGE, SKILLS AND ABILITIES:Knowledge and experience with IT projects and the Software Development Life Cycle. Knowledge and experience with systems integration, software configuration, and best practices. Experience with the implementation, testing, debugging and maintenance cloud based enterprise applications. Experience SQL Server and reporting software. Experience configuring file transmission and job scheduler tasks. Experience with ERP and related financial systems. Experience developing system interfaces. Ability to recognize and resolve system related problems. Ability to maintain effective policies and procedures regarding the operation of the department. Ability to organize, prioritize, and schedule work assignments for multiple service requests from a broad constituent base including service desk requests, projects, outages, incidents, etc. Self-motivated, goal oriented, well organized, and performs effectively under pressure. Demonstrates team building and conflict resolution skills. Strong interpersonal skills and ability to communicate and work effectively at all levels in a collaborative team environment. Excellent customer service skills. Effective problem-solver with strong analytical and technical skills. Excellent communication skills (verbal, written, and presentation). Occasional evening and weekend work to meet deadlines. EDUCATION:

Bachelor's Degree in Computer Science, Software Engineering, Computer Engineering, Information Systems, or a related field.

EXPERIENCE:

3-5 years of progressively responsible IT and business systems technical experience configuring and managing enterprise and cloud based applications.

LICENSES:

Possession of a valid Class "C" non-commercial driver's license with no more than three (3) points.

SAFETY:

Must comply with all Federal (OSHA), and State of Maryland (MOSH), safety regulations and applicable Harford County safety policies, procedures, or manuals as required for this position.

NotesSelected candidate must provide proof of degree or certification if utilizing this option. Employee occupying this position is considered a critical employee and is on call 24 hours per day, 7 days per week for emergency situations. FRINGE BENEFITS (Effective July 1, 2023)

(NOTE: Personal Leave may not be taken until successful completion of probationary period; personal leave will be lost if not taken before December 31st of each year.)

CIVIL LEAVE - No loss in pay while serving Jury Duty. RETIREMENT - State Pension System (7% employee contribution)
