SUMMARY Charles County Government is currently recruiting for a Capital Services Senior Project Manager to become a part of the Department of Pubic Works. 
This posting is open until November 14, with a best consideration date of September 6. The hiring range of $79,015.51 - $90,013.43 is commensurate with experience. The Capital Services Senior Project Manager provides oversight for the implementation of Capital Improvement projects through the feasibility, design, and construction phases with minimal supervision. Performs professional project management and related work for the County. The work involves the application of project management principles and concepts to effectuate the completion capital improvement projects. Overall goals are set, and the Senior Project Manager determines the specific tasks and assignments to be performed, independently handling new, unusual problems and deviations encountered in the work.
ESSENTIAL JOB FUNCTIONS Principle duties of this job are performed in a general office environment. Applies standard project manager practices to oversee the successful completion of capital improvement projects throughout the various stages of the projects? life cycle. Manages various types of projects to include roads, storm drainage, storm water management, vertical, water, sewer, solid waste, and vertical projects. Prepares project special provisions/scopes and develops Request for Proposals and Invitations to Bid. Discusses and resolves problems and issues with design engineers, architects, contractors, and end users and other stakeholders that develop during the various stages of managing projects. Examines projects scopes, drawings, specifications, schedules, and related materials and conducts relevant research to effectively manage the project expectations of various entities including design professionals, contractors, stakeholders, and counterparts within the County. Maintains project files and prepares project progress reports. Prepares and conducts various types of presentations. Develops, reviews, and evaluates studies and reports, and makes recommendations and/or takes appropriate actions. Applies various specialized analysis including principles of grading, storm drainage, storm water management, roadway, water, & sewer infrastructure, and vertical construction, as appropriate, to discern relevant issues and facts and formulate appropriate recommendations. Meets with parties involved to discuss and clarify issues and explain requirements; advises and assists parties on how to achieve compliance with applicable rules and regulations. Coordinates studies and projects with other division functions and departments as necessary; makes referrals and follows through on actions with agencies, as necessary. Attends meetings with County staff, consulting engineers, developers, contractors, and the public regarding County requirements applicable to projects, and to discuss and resolve problems and issues arising during the process. Responds to inquiries from the public, developers, engineers, contractors. etc. regarding procedures and compliance issues. Represents the County on a regional or state-wide basis and making presentations before the County Commissioners and the public. Performs field visits and site inspections, as necessary. Interprets and apply applicable ordinances, rules, regulations, standards and specifications and details to engineering and related situation. Performs other related job duties as assigned.  QUALIFICATIONS, KNOWLEDGE, SKILLS, AND ABILITIESEducation and Experience: Bachelor?s degree in related field plus Eight (8) years of relative experience; or an equivalent combination of education, experience, and training.
Licenses or Certifications: Must possess a valid driver's license.
Special Requirements/Qualifications: Subject to work beyond the normal scheduled hours of work.
This position is required to receive climate competency training at level 2.
Knowledge, Skills and Abilities:  Able to read and interpret construction drawings. Scheduling ? Microsoft Project, Primavera P6, Gantt Chart. Able to manage time and prioritize tasks. Able to understand the contract documents and scope of work to ensure that both the contractor and the customer meet their obligations. Able to work in a team setting. Able to communication effectively orally and in written form. Computer software Microsoft Office Suite, Windows 10.  ADDITIONAL INFORMATIONPHYSICAL DEMANDS The work is partly sedentary with periods of moderate physical activity.
WORK ENVIRONMENT Work is performed primarily in an office setting with frequent interruptions along with frequent field visits.
