G&P's Compliance department provides regulatory interpretation, compliance program management, inspection support, field oversight, and other support services for G&P pipeline assets regulated by the US Department of Transportation's (DOT) Pipeline and Hazardous Materials Safety Administration (PHMSA) and equivalent state regulatory agencies. This position will supervise a team of six compliance professionals who provide DOT compliance support to G&P field operations, engineering, projects, and technical services support organizations, as well as DOT liaison services to other internal MPLX and MPC customers (e.g., MPL, HR, Right of Way, Sustainability, etc.). Key Responsibilities:Lead the efforts of a team that provides regulatory oversight and support to G&P's pipeline operations and projects teams to ensure pipeline assets are designed, constructed, operated, and maintained safely and per federal and state pipeline safety laws and regulations.Serve as the primary liaison to federal and state pipeline safety regulatory agencies and facilitate pipeline safety inspections, investigations, audits, and negotiations. Develop others on the team to provide similar support.Develop, implement, and manage DOT compliance programs, including Operations & Maintenance, Damage Prevention, Public Awareness, Operator Qualifications, Control Room Management, Drug & Alcohol, etc., for G&P's pipeline assets.Align Compliance support with G&P's Operational Excellence Management System and with consideration for API Recommended Practice 1173 Pipeline Safety Management Systems.Manage the DOT support service agreements where G&P and Marathon Pipeline (MPL) share responsibilities.Coordinate internal compliance assurance reviews and support the development of mitigation plans for identified deficiencies.Coordinate and ensure the timely completion and submittal of required regulatory reports, permits and notifications (e.g., accident reporting, annual reports and fees, and operating reports).Provide regulatory compliance expertise to G&P stakeholders by maintaining knowledge of current and proposed regulations, agency interpretations, enforcement cases, and agency guidance. Provide recommendations to assist in making risk-based business and operational decisions. Participate in MapLine and Stop-Help-Start calls to support the management of and response to pipeline incidents.Provide input on emerging regulation, participate in industry groups, and support advocacy efforts on behalf of G&P and in coordination with other MPLX and MPC departments.Cultivate positive relationships with PHMSA and state regulatory agency staff.Education and Experience:Bachelor's degree required; HES&S related, Business or Engineering preferredMinimum 15+ years of experience in the pipeline industry in operations, regulatory compliance, engineering, or other related fields.Strong working knowledge of federal and state pipeline safety regulations required.
