Performs a variety of customer service assignments associated with customer account inquiries for such activities as utility billing, facility use and rental or ticket sales; performs related duties as required.

Class Characteristics

This is a multiple position classification characterized by responsibility for performing varied and responsible customer service support relating to utility customer accounts in the Finance Department, or to facility/field use and rental or transportation ticket sales in the Parks and Recreation Department.

Supervision Received
Works under the general supervision of a department director or subordinate supervisor.

Supervision Exercised
May provide technical oversight to part time staff.
Examples of Essential Functions

Essential functions include, but are not limited to, the following:

Collects and accounts for money for a variety of accounts and may calculate payments; balances, codes and prepares daily cash reports; issues vouchers and receipts; maintains petty cash and prepares deposits as assigned.

Performs a variety of complex and responsible technical support work; records, analyzes, reconciles and produces reports of technical details; conducts technical research and prepares specialized reports for presentation; maintains complex and detailed records.

Creates, maintains and monitors computerized files, databases and directories; conducts record searches and prepares statistical work sheets and other required documents; audits documents, verifies accuracy and ensures compliance with applicable statutes and regulations.

Assembles, sorts, tabulates, codes and files fiscal and statistical data; makes arithmetical calculations and verifies totals and extensions; performs data entry or maintains manual records to post, adjust and balance accounts; allocates funds to correct accounts; balances and reconciles accounts.

Responds to inquiries in person or by phone, providing explanation of established procedures and policies; resolves problems involving customers' payments and other service-related problems.

Prepares and/or types statistical reports, correspondence and related documents; operates a variety of office equipment.

As required, contacts other City staff, the public or other agencies to verify or obtain routine information regarding related City activity.

For utility accounts, prepares work orders for service disconnects, reconnects and re-reads; prepares opening and closing bills; computes trash and water charges allowing for deposits, advance credits and unpaid balances.

For transportation ticket sales, verifies eligibility, takes registration and prepares membership cards, sells bus passes.

For facility/field reservations, coordinates requests for facility use, assesses and collects appropriate fees, prepares related correspondence, issues refunds where appropriate and prepares weekly reservation schedule related to facility use and staffing.
Minimum & Desirable Qualifications

Training and Experience
Any combination of education and/or experience that has provided the knowledge, skills and abilities necessary. A typical way of obtaining the knowledge and abilities would be graduation from high school or equivalent, and two years of increasingly responsible fiscal record keeping experience. Customer service experience and coursework in bookkeeping or accounting is desirable.

Knowledge, Skills, and Abilities
Knowledge of: principles and practices of customer service and public contact; City policies and procedures involved in the preparation and processing of fiscal records; business arithmetic; procedures, methods, automated technology and office equipment used in financial transactions and record keeping.

Ability to: meet the public in situations requiring diplomacy and tact; speak clearly, explain technical information and listen effectively; work independently; analyze unusual situations involved in fiscal transactions and resolve through application of City policy; make arithmetical calculations quickly and accurately; perform clerical, financial record keeping work; understand and follow oral and written directions; devise and implement fiscal record keeping systems and procedures; understand, apply and detect errors in specific segments of a record keeping system; establish and maintain cooperative working relationships.

Skill in the operation of a variety of office equipment, including computer and calculator.
Other Important Information California Department of Motor Vehicle (DMV) Pull Notice SystemAn incumbent appointed to this position is subject to enrollment in the California DMV Pull Notice Program. The Pull Notice program provides information on the incumbent's driving record and Driver's License status on a periodic basis to the City of South Gate. An employee assigned a City vehicle must acknowledge receipt and understanding of City Administrative Regulations covering the use of City vehicles.
