Great benefits - The City matches up to 8% of your retirement contributions, plus offers a full-spectrum of benefits and perks, including tuition reimbursement ()!Under general direction of the Director of Parks and Recreation, the Deputy Director of Recreation and Golf manages and leads operations of the Recreation and Golf department in the division and assists in providing vision and leadership to provide integration and internal coordination between the department's work groups as well as help coordinate and respond to daily operational issues. This position oversees the Community Center and Recreation staff including recreation programming and operations of the Community Center, Splash Aquatic Park, RV Park and Grampsas Gym. The position assists the Director in staff and team development, facilitating workflow, operational decisions, planning and organizational development initiatives. This position is one of two deputies that may act as Director in the absence of the Parks and Recreation Director.
JOB SUMMARY

Works in partnership with the Department Director in leading, directing, managing and supervising the department, including:
Developing and helping execute management plans and strategies for long- and short-range agency objectives and actions.Supporting all actions of the department master plan, related strategic action plans, and the development of strategies and work plans to achieve those goals to advance the department/city priorities.Recruiting, training, coaching, and retaining staff throughout the division.Encouraging diversity through the implementation of programs and materials that reach a broad audience of ages and backgrounds.

Supports the Department Director in all areas of the department, including:
Representing the Director and department at meetings with other city, state, and federal agencies and at public meetings.Representing the Director and lead initiatives of the department, coordinating work programs and projects within the department and among other departments to ensure work is completed effectively, cooperatively and efficiently, and ensuring resources and assistance are provided as appropriate.Providing guidance and serving as a policy advisor, in coordination with the Parks & Recreation Director, to the City Council, PRAM, City Manager, Deputy City Manager, and other boards and commissions.Facilitating public processes and managing complex and sometimes contentious community issues.

Coordinates and manages complex and high-profile projects involving competing interests and multiple objectives, including:
Utilizing best practices to manage delivery of work products on time and within budget.Solving problems and resolving issues in difficult, complex and/or contentious situations.Effectively representing diverse interests, and objectively evaluating alternative approaches.Taking a strategic, creative, and innovative approach to issues and problems and taking calculated risks.Developing and managing effective and inclusive public and team processes.Demonstrating business savvy and political astuteness.Preparing and reviewing project and operations reports, council and board information and agenda memos, correspondence, presentations, and other related information.

Ensures responsiveness and continuous improvement of the organization, including:
Development of partnerships, supporting and reinforcing open-minded and solution-oriented staff response to customer needs. Looks at issues and problems from the customer's point of view and finds ways to address these issues and concerns while balancing the needs of the department/city and ensuring consistency with adopted policies and provides excellent customer service.Producing high quality results relative to work plans, operations, and initiatives.Thinking ahead, recommending management priorities to the Director, anticipating issues and proactively developing response plans. Ensuring staff compliance with regulatory safety protocols and assisting with oversight of department safety committee and coordination. Taking proper safety precautions to prevent accidents.Analyzing input from various consultants, professional advisors, and staff for continuous improvement.Staying knowledgeable of trends and current thinking in the fields of parks and recreation services, sustainability, public administration, project management, leadership, and employee management, and using all forms of data and information to analyze and present viable choices and alternatives.Overseeing the development and implementation of the Capital Improvement program for the Recreation & Golf Divisions, including identification and prioritization of projects, cost estimating, funding recommendations, and all phases and functions of project delivery from conception to completion.

Oversees the Recreation Division, including:
Overseeing general recreation programs, youth and older adult activities, wellness, aquatics, sports and athletics, and guest services areas to ensure quality operations and programming that meets the community's needs.Overseeing recreation facility operations to provide safe, efficient, memorable, and quality experiences for patrons.Continually assessing local recreation market and conditions; develops immediate and long-range plans to meet recreational needs of all age groups through facilities and program activities; evaluates effectiveness of recreation facilities and programs. Makes recommendations for improvements.Striving for innovative ways to drive efficiency through use of technology and assigned resources.Interpreting recreation activity programs for the public and maintaining cooperative planning and working relationships with the public and voluntary agencies.Working to effectively market recreation to the public through brochure development, internet marketing, social media, community outreach, etc.Recruiting, selecting, developing, and supervising personnel in Aquatics, Athletics, Data Management, Wellness/General Programming, and Guest Services. Determines staffing needs and schedules staff to meet facility needs. Assigns staff to special projects as necessary.

SUPERVISORY RESPONSIBILITIES
Manages managers, supervisors and coordinators who supervise a total of 75-200 full and part-time employees during the course of the year. Responsible for the overall development, direction, coordination, and evaluation of department staff. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

QUALIFICATIONS

BA/BS degree from an accredited college or university with major course work in parks and recreation, administration, physical education, business, or related field. Master's Degree preferred. Local Government experience preferred. Equivalent experience may substitute for education. Minimum 7 years progressively responsible management/administration experience in a private or public organization offering recreation facilities and programming.

CERTIFICATES, LICENSES, REGISTRATIONSValid driver's license with good driving record.
Ability to obtain CPR and first aid certifications within 30 days of hire.
Certified Parks and Recreation Professional preferred.
