Overview:
The Director of the Behavioral Health Unit acts as the Administrator of the unit including overseeing managers and directors, and reports directly to the CEO.
Under the direction of the CEO, the Director acts as the administrator of the in-patient behavioral health Unit and is responsible for planning, implementing, and evaluating delivery of overall care to patients. He/she provides managerial support by providing supervision and evaluation of all personnel on the unit including direct management of the Nursing Manager in coordination with the CNO. He/she contributes to the program, nursing and hospital through commitment to department goals, the supervision of staff, and participation in the
community relations program. This position requires the full understanding and active participation in fulfilling the Mission of Greater El Monte Community Hospital (GEMCH). It is expected that the employee will demonstrate behavior consistent with the Core Values. The employee shall support the GEMCH strategic plan.
Responsibilities:
Coperations and Coordination:
Plans, directs, and coordinates services for the in-patient Behavioral Health Unit regarding operations, nursing practices, short and long-term goals, and budgets. Supervises and coordinates the work of unlicensed and licensed staff, including charge nurses in the unit. Responsible for effective management of operational and staffing matters, problem-solving, training, supplies and equipment requisites, performance management, conflict resolution, coaching/disciplinary actions, and hiring/retention of staff. Quality and Compliance:
Manages quality and effectiveness of care given by staff and provides reports on such to the Behavioral Health Committee. Ensures compliance with quality assurance, safety, infection control, and environmental procedures in accordance with regulatory requirements. Works with the hospital quality department to ensure a high level of compliance. Administrative Liaison:
Advises the CEO, COO, and CNO of nursing and administrative issues on the unit. Works collaboratively with Human Resources to effectively handle administrative/labor proceedings. Financial and Resource Management:
Utilizes efficient managerial skills and critical thinking to optimize expense control. Recognizes consequences of decisions related to the budget. Possesses the technical knowledge to appropriately develop spreadsheets, reports, and budgeting. Demonstrates good project management skills to ensure targeted outcomes are achieved. Staff Management and Development:
Ensures the development of subordinates and succession planning. Responsible for positive staff morale, staff absenteeism management, and low turnover. Ensures quality new hires and appropriate vacancy levels. Actively engages in self-improvement and training activities for subordinates to ensure strategic goals and objectives are met. Demonstrates an understanding of organizational processes and procedures and ensures subordinates follow approved processes and procedures. Process and Project Management:
Prioritizes projects and uses time management to maximize efficiencies. Utilizes the management process: gathers data, identifies issues (goals), identifies remedies (objectives), implements, and monitors to ensure expected results are achieved. Ensures standards are established and communicated to staff to ensure the effectiveness of the department. Customer Service:
Clearly identifies the customer(s) served and establishes customer service initiatives to ensure ultimate customer service is provided to achieve targeted outcomes. Regulatory Knowledge and Compliance:
Possesses general knowledge of wage and hour regulations, record-keeping, OSHA, workers comp, Department of Labor, EEOC, leave of absence laws, and complies with company policies and procedures. Collaboration with Medical Director:
Works closely with the Medical Director of the Behavioral Health Unit to determine the goals and objectives of the program, ensuring the highest possible level of medical care. Other Duties as assigned
Qualifications:
Bachelors Degree in Healthcare Management/Administration Masters Degree preferred in Healthcare Administration Minimum 4 years of management experience in behavioral/psychiatric unit required Excellent written/verbal communication skills Experience in budget preparation/operation Current MAB/AB508 training to include the initial 8 hour training and 4 hour recertification as required annually BLS (AHA)
