Job Summary The Director of Engineering will lead and supervise the inspection and technical work of numerous complex projects in Transit Facilities Maintenance. The Director of Engineering will be responsible for developing and implementing plans, policies, and procedures related to architectural practices and structural, environmental, safety, and zoning standards and processes. These activities include inspections, maintenance, design, and construction along the right-of-way owned by the MBTA. These disciplines could include tracks, bridges/other structures, facilities, communications, and signals. The Director will provide cross-functional support to supervisors and trade persons throughout the department on all technical aspects of mechanical, structural, and building systems.
Duties & Responsibilities Manage a team of engineers and trade staff across all facility disciplines to analyze and consult on technical components of transit facility maintenance. Create, review, stamp and seal plans and specifications pertaining to facility improvements and repairs to facilities and structures by 3rd parties. Provide support to department Supervisors when any technical or engineering hazards or delays are encountered offering corrective actions as needed. Scope, procure and manage professional services contracts to support and administer facility maintenance. Define, uphold, and direct maintenance of way standards (e.g., FTA, AREMA, FRA, etc.) for engineering, design, construction, and maintenance activities that impact MBTA's property. Drive a company vehicle as needed to assist or monitor work sites or to assist at emergencies and other events. Respond to emergencies or as directed twenty-four (24) hours a day, seven (7) days a week. Uphold the rights and interests of the Authority while building and maintaining an effective relationship with employees. Assist in the management of a workforce by ensuring the fair and consistent application and strict adherence to the rules, regulations collective bargaining agreements (if applicable) and policies of the Authority including the EEO, Anti-Discrimination and Anti-harassment and Anti-Retaliation policies. Perform all other duties and projects that may be assigned. Additional responsibilities may include focus on one or more departments or locations. Minimum Requirements & Qualifications • A Bachelor's degree in civil, structural, mechanical, electrical or transportation engineering from an accredited institution
• A registered Professional Engineer (P.E.) in the state of Massachusetts
• Seven (7) years of experience with structural engineering and transit infrastructure, or construction projects, contracts, and operating procedures.
• Five (5) years of experience supervising employees in the construction or facility engineering field.
• Be willing and able to develop, stamp and seal engineering plans.
• Must be capable of developing complex project cost estimates and schedules, engineering, design, construction, inspections, testing, oversight, and commissioning.
• The ability to make sound decisions under pressure, handle sensitive and confidential information in an appropriate manner, and effectively communicate with regulatory agencies, community organizations, and others on technical and sensitive matters.
• Effective organizational, interpersonal, analytical, customer service and conflict resolution skills.
• Experience successfully communicating with customers, employees, vendors, consultants, federal, state, and local government entities.
• A valid driver's license in accordance with MBTA policy.
• The ability to supervise and work effectively with a diverse workforce.
• Working knowledge of Word, Excel, and database applications.
Preferred Experience and Skills
• A Master's degree in civil, structural, or electrical engineering from an accredited institution.
• Leadership experience in the transportation operating environment.
• Additional years of experience with structural engineering and transit infrastructure, or construction projects, contracts, and operating procedures.
Substitutions Include • A master's degree in a related subject substitutes for two (2) years of general experience.
• A nationally recognized certification, or statewide/professional certification in a related field substitutes for one year of experience.
