ELINT Systems Analyst 2 Candidate must have an active TS/SCI with Poly to be considered

Key Tasks:
Develop accurate signal chronologies and determine relationships between related signals.
Provide feedback to improve ELINT tasking and/or produce tuning updates for national processors to improve automated ELINT reporting.
Ability to update or create entries for the national ELINT database (e.g., Combined Emitter Database) according to established standards.
Ability to analyze multiple data sets and to use ELINT terminology to present cohesive analysis findings in the proper ELINT products in accordance with current SIGINT reporting standards (USSIDs AP2410 and CR1400).
Incorporate range/velocity corridor plots, MTI interpretation, bistatic reflection analysis, P cubed measurements (power, pattern, polarization), new signal identification, and multiple SIGINT formats.
Ability to screen and decimate large data files to meet customer requirements.
Specialized technical ELINT experience required shall be defined in the TTO and the Contractor shall staff based on these requirements.
Ability to use signals analysis tools, techniques, and procedures to make precise measurements of ELINT parameters, such as, radio frequency, inter/intrapulse modulation, pulse duration, and scan.
Performs detailed interpretive analysis of defense and commercial technologies capable of using ELINT parameters to determine weapons systems capabilities.
Demonstrate subject matter expertise in a system domain (e.g., missile system, airborne radars, electronic attack, space object surveillance and identification, maritime radars).
Serve as an advisor to government technical authorities and mentor analysts from all TechSIGINT disciplines.
Demonstrate advanced analysis techniques (e.g., algorithm determination, scan/beam spatial coverage, beam pattern exploitation, radar processing determination, command signal definition, sequence analysis, data modeling) and employ new methods to recognize advanced signal technologies.
Required Education / Certifications:
Bachelor's Degree or higher in Engineering, Mathematics, Physical Science, or Computer Science and shall possess at least 12 years of technical ELINT experience. ELINT collection, processing, or screening experience may account for no more than 3 years of this analysis requirement. In lieu of a Bachelor's Degree, 16 years of technical ELINT analysis experience is required with ELINT collection, processing, or screening experience accounting for no more than 3 years of this technical ELINT analysis requirement. A Master's Degree in the fields as described above may be substituted for two years of experience and a Ph.D. in the fields as described above may be substituted for 3 years of experience. In the case of advanced degrees, a minimum of 9 years technical ELINT experience is required and ELINT collection, processing, or screening experience may not replace this minimum requirement for technical ELINT experience
