Position Summary: The New York City school system is the largest in the country, composed of close to one million students and 75,000+ teachers in over 1,800+ schools.
The Division of Enterprise Purchasing oversees the administration of central purchasing throughout the Department of Education. Under the direction of the Director, Enterprise Purchasing, the Enterprise Data Analyst will work to provide comprehensive support for the planning and ongoing implementation of several program initiatives. This position will assist with data analysis regarding contracts and purchasing with reviewing proposed purchases for standard operating procedure (SOP) and contract compliance, supporting asset management system-wide, supporting contract management for system-wide purchasing, and the creation of SOP around the purchasing of certain items. Performs related work.

Responsibilities
Analysis and Reporting
Provides support to the Director, Enterprise Purchasing on all activities, including reporting, forecasting, modifications, and transfers. Coordinates cross-divisional efforts to ensure financial and operation compliance. Advises and supports offices on forecasting contract needs. Leads the development of internal and external reports and responds to ad hoc data requests. Develops and maintains a strong working knowledge of the DOE's systems and trackers to conduct qualitative and quantitative diagnoses. Project Management Provides project management oversight, including establishing timelines and milestones; ensures that work is completed in a satisfactory and timely manner. Coordinates project planning and implementation of initiatives, including professional development activities. Drafts and monitors logistical project plans around all initiatives. Refines and executes strategies designed to support improved enterprise purchasing needs. Identifies opportunities to improve efficiencies and support their implementation. Qualification Requirements: Minimum A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, or a closely related field; or A baccalaureate degree from an accredited college and two years of satisfactory full-time professional experience for educational program(s) and/or institution(s) in one or a combination of the following areas: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; or in management or methods analysis, operations research, organizational research or program evaluation; or in educational, personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management. Preferred Supervisory or project management experience. Knowledge of DOE financial systems, e.g., FAMIS, Galaxy, CTS, and Cognos. Excellent spoken and written communication skills; ability to organize facts and present information and figures in a clear, concise, and logical manner. Strong attention to detail and extremely well organized; aptitude for working with technology, databases, and internet applications. Analytical thinker with experience in situational problem-solving; ability to prioritize and follow up. Ability to work under pressure and navigate an environment that is extremely high-paced with projects under tight and changing deadlines. Ability to learn quickly and continuously and be responsive to constructive feedback. Excellent interpersonal skills in working with education and non-education personnel, internal and external to the DOE. Ability to work independently as well as part of a team. Flexible, optimistic approach committed to overcoming obstacles. Self-starter with an entrepreneurial spirit. Knowledge of DOE policies and procedures; ability to interpret and apply policies effectively. Proficiency in Microsoft Word, Excel, PowerPoint, Access, and Outlook. Salary : $78,818 - $83,000
