Description SUMMARY OF DUTIES AND RESPONSIBILITIES: Manage and assist team of services coordinators in performance of all operational and client service function at either or both shelters. In the absence of the Shelter Manager, serve as decision maker for all critical decision relating to the operation of the shelter.
PRIMARY DUTIES AND RESPONSIBILITIES: A. Management, Supervision and Training
Manage team of services coordinators, including supervision, training and support.
Identify and report all violations of either shelter or ECS work rules or policies to the Shelter Manager. Assist in disciplinary process, where appropriate, with shelter monitors.
Manage staff in accordance with policies and procedures of Episcopal Community Services and protocols of Union Collective Bargaining Agreement.
Assist Shelter Manager in completion of individual supervision session and performance appraisal of staff.
Conduct daily shift change meetings, including assigning work stations, instruction to shift, review of log entries and incident reports.
Assist in the training of shift team.
B. Shelter management:
In the absence of the Shelter Manager, act as decision maker in unusual or critical situation relating to client service and operational matters, and report all decision to the Shelter Manager/Center Director at the earliest possible time.
Manage shelter in accordance with guidelines in operations manual.
Ensure equitable and appropriate enforcement of shelter rules. Write incident reports and review and authorize denial of service notices.
Manage shelter beds and ensure maximum use of the beds each evening depending on availability.
Prepare and when appropriate give evidence at internal appeals and arbitrations.
Ensure safe and healthful environment for staff and clients.
Welcome visitors to the Shelter in the absence of the Shelter Manager.
Ensure peaceful diffusion of hostility and violence from clients by staff when it occurs. Support staff following involvement in incidents. Conduct debriefing when appropriate.
C. Client Services
Supervise client activities during shift.
Provide information and referral to clients about services provided inside the Shelter and in the community.
D. Administration
Maintain sufficient office, first aid and other supplies at monitor workstations. Ensure adequate supply of forms.
Ensure proper implementation of Shelter policies and procedures by staff.
Attend and actively participate in Supervisors meeting.
Regularly review Shelter policies and procedures. Assist and advise in formulating new policies and procedures and revision of existing ones.
Oversee maintenance of operations log, department records, statistical records, and other documentation, including computerized records.
Make appropriate documentation on time cards for staff regarding adjustments of time worked.
Comply with the requirements of the confidentiality and client record policies.
Attend all meetings as assigned.
Perform all duties as assigned.

Qualifications Requirements:
Requires Bachelors degree in social work, psychology, counseling or a related field, and at least two years paid work experience with homeless adults with multiple disabilities or a High School Diploma with five years paid related work experience.
Must have experience working in an integrated service team, using client-centered, harm reduction approaches. Must have experience training and supervising. Experience in supervising both professional and community trained staff including formerly homeless individuals in a must. Excellent administrative and organizational skills ability to read and write. Ability to use computer, foster teamwork, and work independently.
OTHER:
Must secure finger image screening and annual TB screening. Must be able to meet physical requirements of the position. These may include long periods of sitting at a desk and/or computer station; lifting items that weigh up to 40 pounds; reaching, bending, and stooping within the daily routine of task and activities. Must be able to travel to various sites. Will honor and abide by Episcopal Community Services rules and regulations, including confidentiality.
