Department Overview Business Development & Implementation (BD&I) within Gas Strategy Execution and System Planning (GSESP) supports PG&E's True North Strategy with the continued investment in a safe and reliable system, greening the gas supply, and shaping the state's policies. The team's focus is on continuing PG&E's progress to decarbonize the company's gas supply with renewable gas while proactively pursuing gas throughput increases needed by our customers that utilize our system. These goals would not be possible without the concerted activities in developing and driving implementation of strategy and regulatory policies to enhance the foundation of our projects, processes, contracts, and agreements. As with any section of our business, there is a parallel path to enhance operational efficiency, continuous improvement, analysis, and benchmarking. Position Summary The Gas Transmission Interconnection Manager, Expert is responsible for all aspects of new large business commercial and industrial customer load, new gas supply, and fossil and renewable receipt points for interconnection projects to the gas system. This responsibility can include proactively developing business opportunities, supporting regulatory activities, and negotiating customer contracts. Position duties may include (but are not limited to)- Execute on highly complex new interconnections including managing official applications, ensuring job cost estimates are produced and communicated to customer, completing standard form contracts, track project funding to ensure financial obligations are met and negotiating special facility agreements and/or any exceptional case agreements Monitor progress in engineering, design, project management, monitoring project budget and construction to ensure facilities are completed on timeInform and influence leadership decision making Operate independently with little supervision, manage moderate to highly complex projects and initiatives, accomplish objectives and effectively work both in teams and individuallyApply project/program management methods to perform work completionIdentify and work collaboratively with internal and external stakeholders for project viability and executionDevelop and deliver multi-mode communications that convey a clear understanding of the unique needs of different internal and external audiencesProactive outreach to build relations and execute on new business opportunities to increase throughput and renewables for the gas system to support decarbonizationPerform assessments, present to leadership for approval and offer negotiated ratesIdentify and maintain strong working relationships with all strategic programs and partnersSupport benchmarking with other utilities/3rd parties for process improvement, best practices and change managementSupport regulatory activities by writing testimony, responding to data requests, meet with regulators and other IOUs, and/or provide content for regulatory filingsUtilize customer service conversation skills to ensure positive interactive relationships occurUtilize active listening skills, open to sharing ideas and develop divergent ideas to build a consensus incorporating problem solving skills to produce out-of-the box solutionsSupport internal and external education efforts championing our gas portfolio through preparation of marketing material and presentationsPosition- will require occasional travel approximately (~up to 5%) to field locations, sites and/or offices. Position may require valid California driver's license on day one of employment. Location is flexible within the PG&E Service Territory between San Ramon, Oakland, and Sacramento, please note hiring leader will make final decision of what are appropriate headquarters for the role based on business need. This position is hybrid, working from your remote office and your assigned work location based on business need. The assigned work location will be within the PG&E Service Territory (San Ramon, Oakland, or Sacramento). PG&E is providing the salary range that the company in good faith believes it might pay for this position at the time of the job posting. This compensation range is specific to the locality of the job. The actual salary paid to an individual will be based on multiple factors, including, but not limited to, specific skills, education, licenses or certifications, experience, market value, geographic location, and internal equity. Although we estimate the successful candidate hired into this role will be placed towards the middle or entry point of the range, the decision will be made on a case-by-case basis related to these factors. A reasonable salary range is: Bay Area Minimum:$128,000 Bay Area Maximum:$218,000 This job is also eligible to participate in PG&E's discretionary incentive compensation programs. Job Responsibilities • Manages highly complex gas interconnections with PG&E's gas transmission system • Ensure all steps are followed for finalizing new interconnections including obtaining official applications, ensuring job cost estimates are produced and communicated to customer, completing standard form contracts, negotiating special facility agreements and/or any exceptional case agreements and arrange for approval at the CPUC, and monitor progress in engineering, design, project management and construction to ensure facilities are completed by the time the customer needs service. • Manage all communications between the company and the customer regarding the interconnection • Support regulatory activities by writing testimony, responding to data requests, meeting with regulators and other IOUs, and providing content for regulatory filings • Demonstrates broad expertise in project management • Applies advanced knowledge to wide-ranging interconnection issues • Develops innovative solutions and drive process improvements for interconnections • Works with and leverages relationships with Directors and Managers within the department and across PG&E • Provide direction and coaching to less experienced team members Qualifications- Minimum: Bachelor of Arts or Bachelor of Science in Engineering, Business, Marketing or related or equivalent experience7 years of related experience in the natural gas industryDesired: 1 year of experience in interconnections, new business or relatedMasters Degree or equivalent experience2 years of customer service experience2 years of related experience in program management, project management, and/or product management, including process improvement workAbility to work and interact with diverse groups of people including both internal and external partiesAbility to devise and articulate solutions to complex problemsField/TechnicalEngineer in Training (EIT) certification and/or Professional Engineering (PE) licenseKnowledge and understanding of gas transmission and distributionKnowledge and understanding of engineering principles, codes, and regulations that govern gas engineering and Operations and Maintenance (O&M) activitiesKnowledge and understanding of the principles and properties of gas impacting various internal/external environmentsProficiency and skill with engineering information systems and applicationsProject/ProgramPMP-Project Management Professional certificationPgMP-Program Management Professional certificationCCMP- Certified Change Management Professional certificationAbility to apply program management theories, concepts, methods, best practices, and techniques as needed to perform at the job levelAbility to apply project management theories, concepts, methods, best practices, and techniques as needed to perform at the job levelCompetency in making sense of complex, high quantity, and sometimes contradictory information to effectively solve problemsAbility to effectively manage multiple projects and tasks with demanding time constraintsTariff/Contracts/RegulatoryAbility to compose and interpret contract language termsAbility to construe tariff language terminology (a focus on Gas Rule 2,15,16, all gas rates)Knowledge of PG&E's regulatory process and policies and those of the CPUCAbility to present moderately complex data and findings to diverse audiencesCapability to analyze problems and recommend solutions despite incomplete information and limited timeCustomer Service/CommunicationExperience serving and meeting the needs of internal and/or external customersAbility to analyze, understand, and communicate information accurately Strong written and verbal communications skills with the ability to present complex information with ease and clarity to managementAbility to excel independently, build consensus, and cohesively collaborate within a team environmentAbility to support and develop marketing material and online presence Tools/StandardProficiency and skill with Microsoft Office applications (Word, Excel, Teams, PowerPoint, and Outlook)Creativity and innovation skillsExperience with Microsoft ProjectExperience with SAPUtility industry or regulatory applications
