PLEASE APPLY IMMEDIATELY.** Under general supervision, the Grants Specialist performs a variety of duties but are not limited to grant development, grant writing, and grant monitoring and reporting; researches grant opportunities to determine applicability; prepares grant applications, information regarding proposed projects, and project needs summaries. Other duties include: coordinates assigned grant activities with other departments, divisions, outside agencies, and the general public; provides information and assistance to departments and other stakeholders regarding assigned grant programs and services. Essential Job FunctionsEssential job functions may include, but are not limited to, the following: (These functions may not be present in all positions in this classification. Duties include, but are not limited to the following: performs complex grant administration and grant coordination, including assisting City departments with the development, writing, and submittal of grant proposals and reviews grant guidelines for eligibility and applicability; effectively coordinates with the various departments and divisions, funders, and grant partners including community groups, non-profits, and other community stakeholders to develop grant applications; develops grant project estimates, assists in the implementation of grant projects per the proposed grant scope identified under grant agreements; monitors grant activity and provides grant reports on project progress; submits all final close-out grant materials, including invoicing for the reimbursement or collection of grant funds; ensures compliance to grant guidelines; maintains grant records and files; assists in the communication of grant projects to the community, including soliciting feedback if required to satisfy grant requirements; driving to and from and attending meetings offsite, at other public agencies, and with community stakeholders; centralizes information regarding grants acquired and status for each; assists with City budget planning specific to grant projects; attends grant workshops and classes, seminars, and meetings in an effort to advance the City's grant efforts; maintains familiarity with the City's regulations, policies, and procedures; assists as needed with other grant-related work; communicates clearly and concisely, both orally and in writing; and performs other related duties as assigned. Qualification GuidelinesTo quality for this classification, an individual must possess any combination of experience and education that would likely produce the required knowledge and abilities, and enable the individual to successfully perform the essential job functions of the position. A typical combination is: Education and/or Experience:Bachelor's degree from an accredited college or university. Two years of experience/background in grant administration and development or other related work that demonstrates the ability to successfully perform the duties of the position applied for. Knowledge of:Grant development, processes, best practices and administration; English usage, spelling, grammar, and punctuation. Ability to:Work collaboratively and coordinate with other city staff, local, State & Federal agencies and community stakeholders under deadline conditions; promote an understanding of grant requirements and reporting, communicate clearly and concisely, both orally and in writing; and establish and maintain effective working relationships with those contacted in the course of work. Licenses and CertificatesPossession of and ability to maintain a valid California Class "C" Driver's License are required.PHYSICAL DEMANDS:Position requires prolonged sitting and regular standing, walking, reaching, twisting, turning, kneeling, bending, squatting and stooping in the performance of daily activities. The position also requires grasping, repetitive hand movement and fine coordination in preparing reports using a computer keyboard. Additionally, the position requires near and far vision in reading written reports and work-related documents. Acute hearing is required when providing phone and personal service. Additionally, the need to lift, drag and push files, paper and documents weighing up to 20 pounds is required. Some of these requirements may be accommodated for otherwise qualified individuals requiring and requesting such accommodations.WORK ENVIRONMENT:Employee generally works indoors. Environment is generally clean with limited exposure to conditions such as dust, fumes, or odors. Employees who are current members of CalPERS or an agency with CalPERS' reciprocity, or who have less than a six-month break in service between employment in a CalPERS (or reciprocal) agency will be enrolled in the 2.7% @ 55 benefit formula underwhich the employee pays 8% of the employee contribution to PERS. The City offers a Section 125 cafeteria benefit plan. The City does not participate in the Social Security System.
