About the Position

Under general direction, performs entry-level clerical and technical tasks related to the implementation of Section 8 Housing Choice Voucher program, CDBG, and HOME programs in the City of South Gate Housing Authority in accordance with federal, state, and local laws, policies, procedures, and regulations; performs related duties as required.

CLASS CHARACTERISTICS
The Housing Assistant is responsible for performing a full range of entry-level technical and administrative work in the Housing Division requiring knowledge and judgment in the application of housing related policies, procedures, and systems.

SUPERVISION RECEIVED
Works under the direct supervision of the Housing Manager.

SUPERVISION EXERCISED
Does not supervise any staff.
Examples of Essential Functions

Essential functions may include any of the following representative duties, knowledge, and skills. Essential duties and responsibilities may include, but are not limited to, the following:

Interviews rental assistance applicants for initial eligibility and advises them of applicable rules, policies, and procedures governing eligibility and occupancy; researches and verifies eligibility information; conducts special and interim interviews of tenants related to changes in household composition, income, and/or moves; determines continued eligibility.

Interviews homeowners to determine their eligibility for rehabilitation loans and grants, and advises them of applicable rules, polices, and procedures; researches and verifies eligibility information; assists with managing and qualifying CDBG sub-recipients.

Assists in the interpretation, implementation, communication, and enforcement of HUD guidelines and regulations to program participants, owners, and other agencies.

Maintains housing related documentation records; performs data entry for housing automated record-keeping system; analyzes housing data to generate reports; prepared and types housing-related reports and correspondence.

Assists inspection prospective and assisted housing to ensure conformance with HUD standards and assists in the determination of necessary corrections.

Processes rental assistance re-certifications, interims, rent increases, issuance of vouchers and third-party verifications; updates housing records with homeowners and sub-recipients involved with CDBG and HOME programs.

Assists the Housing Manager in the counseling of participants, owners, and sub-recipients with regard to program violations; provides notification to the Housing Manager of possible fraud cases, and may be directed to research the possible fraud and make recommendations.

Assists the Housing Manager in investigating difficult and/or sensitive situations involving participants and owners; assists in counseling and working to resolve complaints with applicants, tenants, owners, and citizens regarding housing assistance programs.

Performs related duties as assigned.
Minimum & Desirable Qualifications Education and Experience
Possession of a high school diploma or a G.E.D. is required. At least one year of responsible experience providing service to the public, particularly low-income individuals, in fields such as public housing, public health, vocational guidance, social services, or property management is required.

Certifications Required
-The following two certifications are required within eighteen (18) months of hire to successfully pass probation: Possession of the Housing Choice Voucher (HCV) Specialist Certificate and one of the following certificates:
a. HCV Eligibility Specialist
b. HCV Housing Quality Standard Specialist
c. Rent Calculations
d. HCV and Public Housing Calculations Specialist
e. HCV Occupancy Specialist
f. NSPIRE Certification
-Possession of NSPIRE Certification at the time of hire is highly desirable.

License Requirement
Possession of a valid California Class C Driver's License, proof of insurance and a satisfactory driving record is required at time of appointment and throughout employment in this position.

Knowledge, Skills and Abilities
Basic knowledge of subsidized housing programs and regulations; procedures and practices required in verifying data; functions of various social service agencies; effective interviewing techniques; business arithmetic; principles of data collection and record keeping; automated technology and office equipment.

Ability to meet the public in situations requiring diplomacy and tact; speak clearly, interpret and explain technical information; listen effectively; work independently and make sound decisions; analyze sensitive situations; resolve disputes through application of City policy; organize work, establish priorities and meet deadlines; communicate effectively both orally and in writing; make arithmetical calculations quickly and accurately; perform accurate clerical, record keeping work; establish and maintain cooperative working relationships.

Skill in the operation of a variety of office equipment, including computers and calculators.

Bilingual in English/Spanish is desirable.
Other Important Information California Department of Motor Vehicle (DMV) Pull Notice System
An incumbent appointed to this position is subject to enrollment in the California DMV Pull Notice Program. The Pull Notice program provides information on the incumbent's driving record and Driver's License status on a periodic basis to the City of South Gate. An employee assigned a City vehicle must acknowledge receipt and understanding of City Administrative Regulations covering the use of City vehicles.

Incumbents are occasionally exposed to outside weather conditions, traffic, dust, gas, fumes, and chemicals.
