Major Duties Serves as the 2nd Signal Brigade, S4 accountable officer for the Class II-IX Supply Support Activity (SSA) located at the Area Maintenance and Supply Facility (AMSF). Responsible for accountability and inventory management of all items that comprise Authorized to Forecast (ATF) stock. Serves as the technical point of contact (TPOC) working in conjunction with the contracting officer representative (COR) for the supply portion (12employees) of the Operation, Maintenance, and Supply-Europe (OPMAS-E) contract. Incumbent requires routine and recurring access to classified Secret collateral information, materials, facilities, or systems. Serves as the technical advisor to the Supply Branch Chief, other staff elements, operational program managers, and subordinate Unit Commanders regarding class II- IX repair parts. Coordinates logistical support to subordinate units and communication sites throughout Europe and various forward locations. Manages (LOM) warehouse, with numerous commercial off-the-shelf unique communications equipment included, through supply doctrine, inventory management, physical security, and contract administration activities. Utilizes Defense Property Accountability System (DPAS) to manage property receipt, storage and issue for the warehouse. This position is in the Professional Work Category at the Full Performance Level within the CES Occupational Structure. In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. To qualify based on your experience, your resume must describe one-year specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by GS-11 Minimum Qualifications Specialized Experience: One year of specialized experience which includes developing plans, goals or objectives for the long-range implementation of logistics programs; recommending adjustments to budget and logistics plans; and monitoring administrative matters concerning logistical support to ensure compliance with existing policies and procedures. OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Logistics Managment Specialist Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. GS-12 Minimum- Qualifications Specialized Experience: One year of specialized experience which includes providing advice or assistance regarding logistical operations; recommending or developing plans or programs for mission improvements; conducting studies, reviews or analyses of the organization logistics posture; and coordinating with other organizations in planning for resolution of logistics management issues. Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience aloneno substitution of education for experience is permitted. Current DoD Employees: If a current permanent CES employee, you shall be granted administrative return rights. If not a current permanent CES employee, you may be granted administrative return rights if agreed to by your CONUS organization. In accordance with DoD CES Personnel System Implementation Guidance for Overseas Rotations and Administrative Return Rights, employees must be able to satisfy the rotation requirement and tour limitations in DoD Instruction 1400.25 Volume 1230.
