General Description
The Resolution Planning Program Office Manager (RPPOM) primary function is to implement the governance and operational framework for Popular's compliance with the FDIC Resolution Planning Final Rule and the Initial Submission of the required Informational Filing applicable to Banco Popular de Puerto Rico (BPPR). Additionally, it is responsible of standing:up a robust organizational structure and capabilities to ensure the sustainability of the program for subsequent periodic submissions and regulatory reviews and testing. This high:profile role requires swift delivery in a highly organized manner to manage the planning, implementation and execution of a set of demanding and time:sensitive regulatory deliverables.
Essential Duties and Responsibilities
- Obtain a great level of understanding of the several informational components that are required by the Resolution Planning Final Rule in order to strategies about how to comply and be able to provide guidance to others within the Corporation about the requirements.
- In collaboration with other business and support areas within Popular, as well as external consultants, evaluate and assess current processes, reports and data sources to identify gaps against the requirements of the Resolution Planning Final Rule. Define action plan to address those identified gaps.
- Design and develop an implementation plan including the activities (and their related timelines) required to ascertain compliance with the submission to the FDIC of the initial Informational Filing deadline.
- Perform data analysis, design reports, organize information, and draft responses to address the different informational components of the Resolution Planning submission.
- Build strong working relationships with and coordinate amongst other support functions and business lines involved in the development and production of the different informational components of the Resolution Planning submission.
- Conduct project management services by developing project objectives and timelines, engaging stakeholder resources from multiple areas within the Corporation (including external consultants), and tracking progress against plans to identify and escalate delays, blockers, risks and issues to senior management and governance committees.
- Prepare and present plan drafts and summary reports for senior management review and approval.
- Manage the Resolution Planning program governance process, including alignment with other governance processes (e.g., Stress Testing, Capital Plan, Business Continuity, Outsourcing Risk Policy) and the broader Popular governance framework. Develop and maintain policies, procedures and other governance materials in line with internal standards and requirements.
- Participates in interactions with regulators : including the FDIC and FRB. Manage Resolution Planning submissions related regulatory examinations.
- Maintain sustainability of the processes and capabilities developed to have the capacity to promptly update data and perform capabilities testing as required by the regulation.
- Maintain an awareness of relevant business, organizational, and operational changes that may result in a corresponding update to the resolution plan.
- Maintain professional competency through continuing professional education and staying abreast of regulatory changes.
Education
Bachelors degree in Business, Finance or Economics or Masters degree in Finance (or Juris Doctor)
Experience
- Minimum of 7 years managing teams in finance, accounting, compliance, risk management, process improvement, audit or legal fields related to banking or another highly regulated field in financial services.
- Experience managing complex projects requiring coordinating with multiple teams within the Organization.
