About The Family Self-Sufficiency (FSS) Program Congress created the FSS program in 1990 as an employment and savings program for families in federally subsidized housing. The program combines a powerful savings incentive with service delivery to support residents in reaching their goals. It is the nation's largest asset-building program for families with low incomes.  Since 2010, Compass has partnered with public housing agencies and other affordable housing providers to operate an asset-building model for the FSS program — the first nonprofit organization in the country to do so. About the Job Reporting to the Chief Programs Officer (CPO), the Managing Director of Program Operations ("MDPO") is a new role at Compass that will lead special projects and our charge towards operational excellence across all programmatic functions. The MDPO will have a dotted line to and will work closely with the Chief Strategy & Impact Officer, who leads our training and technical assistance line of business. Compass is in a period of significant growth and programmatic expansion. The MDPO will ensure that as we grow, we continue to deliver high quality services through our programs team, maintain or elevate our impact, and operate in compliance with relevant rules and regulations. Process improvement and standardization of services are essential functions of this role. The MDPO will work with the CPO and CSIO to design, coordinate, and lead special projects and pilots and maintain oversight until they are ready to be handed off to another program team for full implementation. This role will initially serve as an individual contributor and will work with the CPO to decide when additional staff and other resources may be necessary to support this body of work. The MDPO will become an expert in the FSS Program and Compass' service delivery models to lead us to the most efficient and impactful outcomes. The ideal candidate will possess strong leadership, be comfortable with a diverse set of responsibilities in managing multiple variables and projects and serve as part leader and part doer with the ability to envision, collaborate, build, and execute. Primary Responsibilities Quality Assurance & Compliance Develop and implement a comprehensive quality assurance program including overseeing internal reviews of our processes and ensuring consistency across programs, financial coaching and technical assistance offerings.  Create and maintain alignment, strong communication pathways, and syncing between our programs team and external facing training and technical assistance team to ensure that processes and best practices developed in-house are exported to the asset building field with fidelity.  Ensure that our direct service programs comply with all applicable regulations, contractual obligations, and standards while being delivered with compassion for the families we serve. Spearhead continuous improvement initiatives, streamlining processes to enhance efficiency, minimize costs and strengthen our impact.  Coordinate with the Director of Innovation & Impact to track and improve upon key quality metrics, report on and leverage findings to drive operational improvements and recommend strategic adjustments. Project Management & Innovation Provide strategic direction in support of our programs and the team's experimentation with new solutions and processes with a focus on employing a Lean Impact approach to problem solving including falling in love with the problem and not any single solution. Tell us what's not working, try something different, and be willing to break things, fail, learn, and do it all over again. Lead cross-functional initiatives that require close collaboration between the Programs and Strategy teams, ensuring that projects are delivered on time, within scope, and aligned with Compass's mission and strategic plan. Development and implement comprehensive project plans using project management tools (e.g. Asana) and methodologies to oversee the implementation of pilots and special projects, including the development and execution of our opt-out strategy outlined in Compass' seven-year strategic plan. Leadership Champion a culture of quality within the organization, fostering a commitment to excellence and learning, in the provision of high-quality services all with the lens of equity and client focus. Work closely with Directors in Programs and Strategy to identify pain points, surface solutions and innovation within teams, identify priorities for departmental wide changes and lead cross-functional change management (for example, operationalizing changes resulting from client feedback and improving cross-departmental standards based on an innovation surfacing from a team). Liaise with and serve as a strategic thought partner to the CEO and CSIO to set and execute organizational goals and devise strategies for building infrastructure to support the growth of programs and process improvements. Contribute to overarching organization goals by participating and leading cross-functional working groups. Qualifications and Skills We seek a Managing Director of Program Operations who is a self-starter with a strong "roll-up-your-sleeves" attitude, entrepreneurial spirit, and excellent people and project management skills.Expertise in customer experience (CX) and satisfaction is preferred. Subject Matter Knowledge: Candidates should have knowledge of affordable housing, community development, financial capability and/or asset building. Experience with operating or managing resident or supportive services in state or federal subsidized or programs supporting families with low incomes and/or prior experience with HUD's Family Self-Sufficiency Program is a plus. Background in behavioral science or human centered design preferred.   Strong and Experienced Project Manager: The MDPO will be planful, task-oriented, and diligent in managing multiple initiatives simultaneously and directing staff and external consultants supporting the execution of those projects. The MDPO will employ strong cost and risk management skills, have experience managing a budget, be comfortable making difficult decisions under pressure, seek the right solutions to the right problems, delegate when necessary and adjust schedules, tactics and targets as needed. Agile/Scrum or PMI certification is a plus.  Data and Impact Driven: Highly qualified candidates will bring strong analytical and problem-solving skills with the ability to organize and interpret data, generate insights and anticipate challenges and opportunities. The MDPO will be a solutions-oriented thinker who thrives on finding innovative ways to overcome problems.  Adept at Change Management + Continuous Improvement: The MDPO will bring a background of managing change, with a focus on continuous improvement and insights into the impacts of these changes on an organization. Strong interpersonal skills with ability to develop rapport, trust and influence across all levels of the organization and to communicate and operationalize change across teams and departments. The MDPO will have demonstrated success in a fast-paced, collaborative, and learning-oriented environment. Manager, Relationship Builder and Collaborator: Critical to success in this role, the MDPO will be skilled at building and sustaining excellent relationships with a demonstrated ability to connect, build bridges and work collaboratively. Initially, the MDPO will be an individual contributor (with the opportunity to build out a team if necessary) so must lead through influence and should bring a balance of compassion and straightforward, skillful communication that supports accountability to our goals.
