Duties
As a Marine Biologist, you will perform the following duties:
Serve as primary National Oceanic and Atmospheric Administration (NOAA) Coral Reef Conservation Program (CRCP) and Coastal Zone Management Program (CZMP) point of contact for natural resource, coastal planning and coastal management agencies in the United States and territories who have shallow water coral reef ecosystems.
Provide local expertise for coral reef conservation and management partners (local, state and federal) across a broad range of conservation activities including watershed management and restoration, coral restoration, resilient coastal planning and management, and climate adaptation strategies. Coordinate and support coral reef conservation efforts and activities with local and federal partners and provide on-the-ground technical support in implementation of CRCP and state/territorial programs and projects.
Provide assistance with state and territorial block grants, cooperative agreements, coastal zone management grants, and other competitive grants programs including grant development, processing awards, assisting with National Environmental Policy Act (NEPA) and environmental compliance documentation, grants monitoring and administration.

This position will be filled under the DOC Alternative Personnel Systems (CAPS). This system replace the Federal GS pay plan and structure. Under CAPS, positions are classified by career, pay plan, and pay band.
The ZP-3 is equivalent to the GS-11/12.

Qualifications

BASIC REQUIREMENTS:
This position requires applicants to meet a Basic Education Requirement in addition to at least one full year (52 weeks) of specialized experience OR substitution of education for experience OR combination (if applicable) in order to be found minimally qualified. Transcripts must be submitted with your application package. You MUST meet one of the following basic education requirements:
To qualify for the 0401 series:
EDUCATION:
A.
Degree:
biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
OR
B. Combination of education and experience:
courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.
SPECIALIZED EXPERIENCE:
Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
To qualify at the ZP-3 or GS-11 level:
SPECIALIZED EXPERIENCE:
In addition to meeting one of the Basic Requirements above, applicants must possess one full year (52 weeks) of specialized experience equivalent to the ZP-2 or GS-09 in the Federal service. Specialized experience MUST include all of the following:
Collaborating with natural resource or coastal management partners to coordinate coral reef conservation efforts;
Providing technical guidance in the development and implementation of coral reef conservation, restoration, or management plans; and
Assisting with grant administration activities, such as grant development, award processing, and compliance documentation.
OR
SUBSTITUTION OF EDUCATION:
3 years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree.
OR
COMBINATION OF EDUCATION AND EXPERIENCE:
Combinations of successfully completed graduate level education and specialized experience may be used to meet total experience requirements. (Note: Only graduate level education in excess of the amount required for the next lower grade level may be combined with experience.)
Education
Education completed in colleges or universities outside the United States may be used to meet the above requirements. You must provide acceptable documentation that the foreign education is comparable to that received in an accredited educational institution in the United States. CTAP and ICTAP candidates will be eligible if it is determined that they have exceeded the minimum qualifications for the position by attaining at least a rating of 85 out of 100. CTAP
