About the Position DESCRIPTION

Under the general administrative direction of the Director of the Community Development Department, plans, coordinates and directs planning and zoning; supervises and oversees the Planning Division of the Community Development Department.

CLASS CHARACTERISTICS

The Planning Manager is responsible for supervising the full range of planning services in the Community Development Department requiring specialized knowledge and judgment in the application of related statutes, case law, ordinances, policies, procedures and systems.

SUPERVISON RECEIVED

Works under the general supervision of the Director of Community Development.

SUPERVISION EXERCISED

Provides direct supervision over the entire Planning Division of the Community Development Department, which includes Principal Planners, Senior Planners, Associate Planners, Assistant Planners, and other staff assigned to the Planning Division.

Essential duties and responsibilities may include, but are not limited to, the following:

Assume management responsibility for all services and activities of the Planning Division including current and advanced planning activities. Manage and participate in the development and implementation of goals, objectives, policies, and priorities for assigned programs including current and advanced planning activities; recommend, within Departmental policy, appropriate service and staffing levels; recommend and administer policies and procedures. Continuously monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; assess and monitor workload, administrative and support systems, and internal reporting relationships; identify opportunities for improvement and review with the Community Development Director. Select, train, motivate and evaluate Planning Division personnel; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline and termination procedures. Plan, direct, coordinate, and review the work plan for Planning Division; meet with staff to identify and resolve problems; assign work activities, projects and programs; monitor workflow; review and evaluate work products, methods and procedures. Serve as the environmental coordinator for the City in compliance with the California Environmental Quality Act. Oversee, direct, and manage the maintenance and revision of the General Plan, Specific Plans, and the Zoning Ordinance. Manage and participate in the development and administration of the Planning Division program annual budget; direct the forecast of additional funds needed for staffing, equipment, materials, and supplies; direct the monitoring of and approve expenditures; direct and implement adjustments as necessary. Serve as liaison for the Planning Division with other City departments, divisions, and outside agencies; negotiate and resolve significant and controversial issues; work closely with the Public Works Department in processing and implementing development applications. Provide responsible staff assistance to the Community Development Director; prepare and present staff reports and other necessary correspondence. Develop and review staff reports related to planning; present reports to the Planning Commission, Housing Authority, City Council and other commissions, committees, and boards on planning related activities; perform a variety of public relations and outreach work related to planning activities. Conduct a variety of organizational studies, investigations, and operational studies; recommend modifications to planning programs, policies, and procedures as appropriate. Participate on a variety of boards and commissions as it relates to City planning activities only; attend and participate in professional group meetings; stay abreast of new trends and innovations in the field of planning. Respond to and resolve difficult and sensitive citizen inquiries and complaints related to City planning activities. Perform related duties and responsibilities as required. Minimum & Desirable Qualifications Formal Training and Experience:

Graduation from an accredited four-year college or university with a degree in planning or a closely related field, a minimum of eight (8) years of increasingly responsible professional planning or closely related experience in a governmental agency, AND three (3) years of supervisory experience performed in the most recent three years. A master's degree in planning, public administration, business administration, or related is highly desirable. An American Institute of Certified Planners (AICP) certification is desirable.

Knowledge and Abilities:

Knowledge of the principles, objectives, and procedures of municipal planning and community development; state-mandated elements and the techniques used in the development and maintenance of General Plans and Specific Plans; drafts, amends, and reviews Development Agreement, MOUs, grants, RFP/Qs, ordinances, and policies and procedures; prepares and reviews environmental assessments, specific plans, General Plans and Zoning Text Amendments; writes and administers grants and manage consultants; reviews and interprets state and federal policies and provide technical advice on how they will impact the City; keeps apprised of the latest state laws and/or best practices relating to annexation, zoning and land use, and subdivisions; knowledge of neighborhood revitalization, climate action, smart, sustainable, and resilient development principles and practices; ability to plan, schedule, and supervise the work of others; analyzes data and generates clear, concise, and valid reports; makes effective presentations before groups; deals courteously and tactfully with internal and external stakeholders; recommends and implements goals, objectives, and practices for providing effective and efficient planning services; prepares and administers large and complex budgets; prepares clear and concise administrative and financial reports; analyzes problems, identifies alternative solutions, projects consequences of proposed actions, and implements recommendations in support of goals; researches, analyzes, and evaluates new service delivery methods, procedures and techniques; identifies, coordinates, and resolves a wide variety of interests in the development of land use policy; and establishes and maintains effective working relationships with those contacted in the course of work including City and other government officials, community groups, and the general public.

Special Requirements of Position:

Possession of a valid California Class C Driver's License, proof of insurance, and a satisfactory driving record is required at appointment and throughout employment in this position.

California Department of Motor Vehicle (DMV) Pull Notice System:

An incumbent appointed to this position is subject to California DMV Pull Notice Program enrollment. The Pull Notice program provides information on the incumbent's driving record and Driver's License status on a periodic basis to the City of South Gate. An employee assigned a City vehicle must acknowledge receipt and understanding of City Administrative Regulations covering the use of City vehicles.

Longevity Premium Flat amount based on anniversary date after 10 years of South Gate employment. 6. Administrative Leave - (Pro-rated @ hire) 80 hours/yr. Administrative Accrual 160 hours - maximum accrual Administrative Buyout Up to 80 hours/year; Paid in May of the following year by written request. 7. Vacation Leave - (Pro-rated @ hire) 80 hours/yr (1 to 4 yrs); 120 hours/yr (5 to 9 yrs); 160 hours/yr (10+ yrs). Vacation Accrual 350 hours - maximum accrual. Retiree Medical Insurance $300/month stipend plus CalPERS fee, at retirement with 20 years of qualifying City service & continued CalPERS medical enrollment while retired. 13. Medical Insurance CalPERS Health Plans. City pays Kaiser HMO rates for all plans. 14. Medical Opt Out City contributes an amount per paycheck towards deferred compensation plan. 15. Dental Insurance Dental options. City pays California Dental Network HMO rates. Dental PPO option available through Principal. Employee share of premiums vary. 16. Dental Opt Out City contributes an amount per paycheck towards deferred compensation plan. 17. Superior Vision Insurance City pays 100% of premium. 18. Life Insurance Division Mgt $100,000 Life and AD&D Police Mgt - 5,000 Life + 100,000 Ad&D 19. Educational Reimbursement $2,500 annual per individual. $3,000 for private university.
