About the Position
Under general supervision, performs a variety of professional, technical, and analytical level tasks in support of the Police Department Administration Division, including, but not limited to, recruitment and selection, onboarding, and policy and procedure interpretation and implementation; conducts administrative studies and analysis of operations in order to solve budget, organizational, program, or procedural problems; acts as staff support to executive level management. Requires the exercise of independent judgement, initiative, and discretion based on knowledge of administrative policies and procedures and Police Department practices.
Class Characteristics
The Police Administrative Analyst is a journey level classification. Under general supervision, incumbents perform a full range of analytical duties to support the Police Department. Exercises independent judgement. This is a non-exempt FLSA position.

Works under the general supervision of the Administrative Division Sergeant, Lieutenant and/or Captain.

At the discretion of the Administrative Division Sergeant, may exercise technical and functional supervision over clerical staff, interns, or other staff as assigned.
Examples of Essential Functions
The following functions are typical for this classification. The incumbent may not perform all of the listed functions and/or may be required to perform additional or different functions from those set forth below to address business needs and changing business practices. Generally, the incumbent will be assigned the primary duties related to hiring and recruitment efforts. Essential duties and responsibilities may include, but are not limited to, the following:
Assists in the development of effective recruitment strategies, timelines and schedules, job bulletins, and job-related valid screening techniques; ensures adherence to rules and regulations, consistency, and fairness in the selection process.
Screens applications and assists in recruitment; schedules job related tests including written, oral, agility and performance tests; reviews, analyzes and compiles test results and establishes eligibility list; oversees some aspects of the background process; conducts criminal history and credit checks.
Participates in the development and implementation of new or revised police department programs, systems, procedures, and methods of operation, such as those administered and offered by NEOGOV.
Researches, analyzes, evaluates and recommends goals and objectives; assists in the development and implementation of policies and procedures, programs and services; carry out any special projects as required or directed by the Administration Command Staff.
Conducts the orientation processes for new hires; compiles, completes, and files related documentation.
Serves as the department Custodian of Records with the Department of Justice (DOJ) as it relates to the secured handling, storage, dissemination and destruction of "Live Scan" CORI records; Assist in the annual department purging/document destruction.
Issues uniforms and safety equipment to employees, ensuring uniforms and equipment comply with Police Department policies and regulations.
Assists in the development and implementation of safety equipment and uniform policies and procedures; orders new equipment and supplies as needed and ensures all issued equipment meets relevant safety standards and regulations; stays updated on public safety standards and best practices regarding uniforms and safety equipment.
Supports the relationship between the Police Department employees and the public by demonstrating courteous and cooperative behavior when interacting with visitors and city staff; maintains absolute confidentiality of work-related issues, employee records, and administrative division related information.
Represent the Police Department at professional, civic and government organizations and meetings as requested by the Administration Command Staff; may attend Budget, City Council meetings and other events at the request of the Administration Command Staff.
Works with the Intermediate Account Clerk in preparing, analyzing and coordinating the department budget through every phase of the budget process; approves invoices related to the Administration Division budget.
May provide assistance to other areas of the Administration Division in the absence of other support personnel.
Minimum & Desirable Qualifications
Education and Experience
Graduation from an accredited college or university with a bachelor's degree in human resources, public administration, business administration, psychology and criminal justice or a related field is required AND three (3) years of increasingly responsible professional experience in police administration and/or public sector Human Resources. Police related professional experience is desirable.
License & Special Requirements
Possession of a valid California Class C Driver's License and a satisfactory driving record is required at time of appointment and throughout employment in this position.
Knowledge, Skills and Abilities
Knowledge of: principles, practices and trends of police department operations and best practices, including personnel, purchasing, and budgetary operations; research and statistical methods; methods and techniques of recruitment and selection, classification, and job evaluation; principles and practices of program, project and services organization, administration and management; pertinent federal, state and local laws, regulations, ordinances and policies relating to public safety personnel administration; customer service principles, practices and methods; experience administering all facets of recruitment, onboarding using NEOGOV; report writing techniques and proper English usage.
Skill and Ability to: perform specialized administrative tasks; conduct research, perform analysis, and prepare and present reports of findings; work independently; interpret and apply related laws, ordinance, and policies; follow oral and written directions; evaluate the work of others; use computer and related software; communicate effectively both orally and in writing; and establish and maintain effective working relationships with others. Bilingual in English/Spanish is highly desirable.
Other Important Information California Department of Motor Vehicle (DMV) Pull Notice System:
An incumbent appointed to this position is subject to enrollment in the California DMV Pull Notice Program. The Pull Notice program provides information on the incumbent's driving record and Driver's License status on a periodic basis to the City of South Gate. An employee assigned a City vehicle must acknowledge receipt and understanding of City Administrative Regulations covering the use of City vehicles.
