Summary: The Procurement Specialist is responsible for overall procurement project and process management, and for ensuring that: Procurement projects are delivered on schedule and on budget. Procurement projects are completed to client satisfaction; and Procurement projects are fully documented and compliant. Operational Responsibilities: Manage and coordinate assigned tasks to ensure they are completed on time and on budget. Implement procurement project tasks, resources, and schedules. Communicate procurement project status to Procurement Project Lead. Ensure prompt response to client communications and requests. Working with Procurement Project Lead to develop and document understanding of client's goals, objectives, and risks, and prioritize available resources and schedule accordingly. Responsible for evaluation, maintenance, and management of all project/client data, and for ensuring all staff comply with company policies and procedures related to project/client data and documentation. Create and maintain reports to communicate procurement project status (both company and client). Notify leadership of any issues or concerns that may require their notification or involvement. Complete QA/QC of project deliverables. Ensure project activity compliance with applicable regulations, laws, policies, and procedures. Administrative Responsibilities: Develop and maintain project documents and task orders for client projects/work. Initiate and maintain appropriate coordination with other team members for client needs and satisfaction. Understand appropriate technology and tools for job and task completion. Ensure completion of procurement project closeout and archive records upon project completion. Ability to manage timelines and to course-correct when necessary. Ability to manage multiple projects simultaneously, demonstrated by the ability to: Optimize work processes. Situational adaptability. Proficiency in Microsoft Office tools and other work technologies. Qualifications: Bachelor's degree in Business Administration, Procurement, Finance, or a related field is required. At least three years of procurement-related experience required. JD, PMP, or similar certification desired. Strong understanding of procurement principles, practices, and procedures is required. This includes knowledge of sourcing strategies, contract negotiation, supplier management, and procurement regulations. Prior experience in procurement or supply chain management roles is highly desirable. Strong analytical skills to evaluate proposals, analyze cost data, identify opportunities for cost savings and process improvements. Proficiency in Excel and other data analysis tools is required. Effective negotiation skills to secure favorable terms and pricing from suppliers. This includes negotiating contract terms, pricing, delivery schedules, and payment terms. Experience in managing vendor relationships is important. Procurement Specialists should be able to assess vendor performance, resolve disputes, and build strategic partnerships with suppliers to ensure timely delivery of goods and services. Proficiency in contract management i to review, draft, and negotiate contracts with suppliers. This includes understanding legal terms and conditions, assessing risk, and ensuring compliance with company policies and regulations. Excellent communication skills to interact effectively with internal stakeholders and external suppliers. This includes the ability to articulate requirements, negotiate terms, and resolve conflicts diplomatically. Procurement involves managing large volumes of data, documents, and transactions; Strong attention to detail is necessary to ensure accuracy in procurement records, purchase orders, and contract documentation. Proficiency in project management methodologies and tools for overseeing procurement projects, such as vendor selection, contract negotiations, and supplier performance evaluations. Adhere to high ethical standards and comply with procurement regulations and policies. Demonstrating integrity, honesty, and transparency in procurement practices. Bilingual (Spanish and English), both oral and written. Must reside in Puerto Rico. Working conditions: Monday to Friday (8:00am to 5:00pm).
