Job Description The Acquisition Services Technology, Projects, and Systems (TPS) Team provides NREL, the OCFO and Acquisition Services the data analytics, systems, and project management support necessary for the transition and continued growth. The Acquisition Services TPS Team has an inside look into your business, including current processes, challenges, and goals. They communicate that knowledge to the requisite stakeholders in propelling AS' important project forward to completion. The 'Business Systems Project Manager' on the TPS team is responsible for overseeing the operability, functionality, and enhancement of AS' internal systems as well as improvement of legacy systems. The Business Systems Project Manager is responsible for user support, design, enhancement, triage, resolution, and solution for system-related issues and projects. Provides guidance to functional and technical staff regarding procurement business processes. Investigates, reviews, and prioritizes incoming user requests for technical support/enhancement requests. Provides functional oversight to the contracts and contractors responsible for delivering NREL's business systems, enhancements, and support. Provides procurement systems analysis and administration for NREL's Acquisition Services Group with the Office of the Chief Financial Officer (OCFO). Provides project support for the continued development of NREL's ASIQ system, functional support of the 'Rapid Purchasing' (catalog) system, analysis of new functional requirements for all Acquisition Services systems, and design of functional solutions where feasible. Provides day-to-day user support and fields user requests, performs triage and assigns or resolves enhancement request and design solutions based on system configurations. Prepare, design, and maintain internal process documents related to the using the ASIQ, Rapid Purchasing, and to some extent Oracle Procurement Cloud and Oracle Enterprise Business Systems. Support project management processes to include planning, scheduling, tracking, and reporting on-going system activities. This includes creating training material as necessary for AS, OCFO, and lab wide users of NREL's systems (including website content) to ensure success of the 'user interface' of the systems. Perform functional data configuration and system administration for procurement systems, manage system access levels, produce system reports as needed, develop and maintain system templates. Leads functional teams or projects. Plans, designs, and implements advanced concepts, and helps establish strategic direction for assignments and projects. Collects, evaluates and conducts unusually complex analyses, and prepares reports, presentations and recommendations related to a specific field or function. Tracks the business environment on an ongoing basis and assimilates changes in customer needs in order to identify special category related opportunities that might arise. Team with Acquisition Service Group members on projects as assigned. Basic Qualifications Relevant Bachelor's Degree and 5 or more years of experience or equivalent relevant education/experience. Or, relevant Master's Degree and 3 or more years of experience or equivalent relevant education/experience. Or, relevant PhD or equivalent relevant education/experience. Or, relevant JD or equivalent relevant education/experience. Complete understanding and wide application of technical principles, theories and concepts in the field. General knowledge of other related disciplines. Considerable knowledge of laws, regulations, principles, procedures and practices related to specific field. Strong leadership, project management and problem solving skills. Ability to use various computer software programs. Must meet educational requirements prior to employment start date. Additional Required Qualifications Complete understanding and wide application of technical principles, theories and concepts in supply chain management and federal procurement. General knowledge of other related disciplines within DOE Lab complex and Acquisition Services. Considerable knowledge of laws, regulations, principles, procedures and practices related to FAR and supply chain management. Strong leadership, project management and problem-solving skills. Proven foundational digital skills and be able to expertly navigate a PC user interface. Excellent written and verbal communication skills. Preferred Qualifications FAR, DEAR, and Government Regulations knowledge. IT degree. Power BI experience. Annual Salary Range (based on full-time 40 hours per week) Job Profile: Professional III / Annual Salary Range: $79,600 - $143,300 NREL takes into consideration a candidate's education, training, and experience, expected quality and quantity of work, required travel (if any), external market and internal value, including seniority and merit systems, and internal pay alignment when determining the salary level for potential new employees. In compliance with the Colorado Equal Pay for Equal Work Act, a potential new employee's salary history will not be used in compensation decisions.
