Summary As Los Angeles County moves towards reopening, the Housing Navigation program is instrumental in connecting clients residing in interim housing sites throughout LA County to appropriate supportive and documentation services. The goal of the program is to connect every individual to the appropriate housing interventions and ensure that our homeless neighbors are able to remain safely housed.


The Housing Navigation Program Manager will provide oversite to case management staff that are responsible for field-based services to single adults experiencing homelessness as they transition into permanent housing. Primary responsibilities of the selected candidate include supervising a team of up to four program staff by providing supportive supervision, coordination of services, ensuring that staff work with clients to access permanent housing opportunities by locating best fit housing options, implementation of housing stabilization plans, and coordination of multiple services to meet each clients' needs. The Program Manager is also responsible for building and maintaining good working relationships with landlords/management companies/property owners as well as with other homeless service providers and partnering agencies.

ESSENTIAL DUTIES & RESPONSIBILITIES 1. Responsible for the oversight, development, direction, training and supervision of the Housing Navigation Team

2. Responsible for ensuring that the team works to achieve objectives, deliverables, and outcomes as described in the scope of work

3. Provide daily coordination and oversight of program operations and program activities. This means providing individual and team supervision, support, and hands on training

4. Implement and delegate housing coordination and placement of individuals enrolled in the program

5. Understanding of contractual obligations and program performance metrics as outlined by our funders.

6. Build positive rapport with community providers and support the team by building a network of resources to tap into when needed.

7. Assist in recruitment, selection, training, supervision, and evaluation of direct service staff

8. Ensure that direct reports keep accurate, well-written/well documented case notes; complete all documentation and paperwork in a timely manner; prepare clear and thorough assessments and referrals for inclusion in case files and provide supervisor with any and all information requested in the timeframe given. This means making sure direct reports enter data into HMIS in a timely manner.

9. Implement and delegate housing coordination and placement for individuals

10. Engage in housing acquisitions activities by developing good rapport with landlords and property managers in order to ensure housing options are available

11. Work with clients to develop and implement a housing stabilization plan that will maximize housing location, placement, and retention which will increase quality of life and community engagement

12. Assess clients' legal, financial, social, medical, psychological, and other needs related to their housing situation to assist in accessing services.

13. Mediate conflict between clients and landlords/management companies to promote housing stability

14. Assist client with completing housing applications and securing housing of their choice.

15. Transport clients for to view best fit housing resources as needed

16. A accompany clients as needed to appointments related to housing stability (e.g. HACLA appointments, doctor's appointments, court appearances, benefits hearings, etc.)

17. Assist clients in developing and attaining goals related to education, vocational training, and/or employment

18. Attend required trainings while seeking out learning opportunities for continued education; staying up-to-date on best practices in ending homelessness and client care

19. Provide crisis intervention support whenever appropriate and as needed and support direct reports with triage crisis assessments.



QUALIFICATIONS 1. Bachelor's degree in related field (Social Work, Community Organizing, or other Human Services) and one years' full-time experience working with the homeless, preferably those living with mental illness and / or substance addictions; or an equivalent combination of education and experience

2. Knowledge of homeless social service providers and Coordinated Entry System

3. Able to communicate and interact with subcontractors, housing providers and community partners in a culturally competent manner

4. Detail oriented with excellent time management, organizational, written, verbal, interpersonal, and computer skills

5. Self-starter with the ability to stay ahead of the curve and thrive in fast-paced work environment

6. Able to work effectively with a wide range of constituencies

7. Strong interpersonal and team building skills

8. Able to work with and lead community groups and case managers


Preferred Qualifications One or more years' experience in supervising staff and leading a team Strong background or experience with Microsoft Office Bilingual (Spanish) WORK ENVIRONMENT Combination of field and office environment Regularly required to sit, stand, bend; occasionally lift or carry up to 35 lbs.
