PROJECT ENGINEERING MANAGER

Overview

The Project Engineering Manager is responsible for ensuring engineering integrity in all aspects of capital project implementation as well as engineering support of operations and maintenance at the Red Diamond Plant in McArthur, Ohio.

The Project Engineering Manager is a member of the Red Diamond leadership team, reporting to the Red Diamond Plant Manager, and has strong dotted line reporting to the Global Engineering Director. Direct reports include design, process, and controls engineers and project managers/coordinators. During capital project execution, this role will indirectly manage contractors.

In conjunction with the Global Engineering Team, this role will develop AP engineering standards and ensure their implementation and training within the Red Diamond Plant as well as collaborate with the Global Engineering Director on maintenance processes and procedures. This role will also collaborate to develop and implement maintenance systems and procedures to ensure adherence to process safety, to minimize plant downtime, minimize cost / time of maintenance and ensure efficient use of engineering resources. The role will attend and participate in the monthly Global Engineering Team training sessions for circulation of topics back to local team.

The Project Engineering Manager will oversee and be responsible for all projects at the Red Diamond Plant. The role will develop opportunities to increase performance and reduce costs while working closely with other technical and cross-functional groups. The Project Engineering Manager is responsible to driving projects in compliance with regulatory agencies. The role will work closely with site maintenance manager driving same priorities of lower costs in a safe and compliant production environment.

The Project Engineering Manager will organize training for the engineering group to ensure all resources are trained and validated in all Austin Powder (AP) standards and procedures, to allow professional engineering skills to be transferred.

Key Responsibilities and Duties

Capex Program
•Responsible for managing and maintaining the plant Capex Program and summary budget and forecast documents.
•Provide engineering input to provide realistic cost estimates to assist with business cases.
•Work together with site manager on capex plans.

Safety, Health, and Environment
•Ensure all engineering activities within Red Diamond comply with all relevant national, state, and APHC SHES and engineering standards, including the APHC Hazard Study Process.
•Participate in projects Hazard Study Process to ensure it is completed per requirements.
•Provide LOPA studies as dictated by hazard studies.
•Participate in accident and incident investigations as a subject matter expert driving engineering improvements in process and technology.

Contractual Input
•Ensure a defined scope of work with clear conditions on performance and payment terms are always in place for all engineering contracts.
•Build up a contractor network for quick response.

Other Key Responsibilities and Duties

Engineering Integrity
•Implement and maintain APHC engineering standards for all plant equipment and installations, ensuring these standards are complied with.
•Ensure that APHC SHES standards are implemented in all aspects of engineering.
•Check that all necessary engineering controls are implemented and working as required.
•Continually implement an Austin engineering audit program and ensure compliance.
•Provide necessary recruitment and training of engineering personnel and complete engineering audits to ensure compliance.

Project Management
•Responsible for ensuring the maintenance and integrity of the Project

Management System and its effective implementation inside of Red Diamond.
•Responsible for approval and sign-off of engineering aspects of all Capex submissions.
•Responsible for ensuring Red Diamond has competent Project Managers through his/her involvement in their selection, training, mentoring and performance monitoring.
•Undertake project / design reviews.
•Ensure project management complies with APHC PM and SHES requirements including sales to third parties.
•Other duties as assigned.

Leadership
•Responsible for leading a team that includes Facilities Lead, Engineering resources (Design, Mechanical, Process, etc.), and Project Managers.
•Responsible for overseeing on-site Contractors.
•Maintain and improve technical internship programs.
•Provide developmental opportunities for direct reports.
•Be accountable to performance management and succession planning for the team.
•Drive a safety culture throughout and not be afraid to address what needs to be changed.

Education and Experience
•Bachelors in an Engineering discipline (preferred mechanical, chemical or related field)
•Experience in a senior engineering position in a high hazard chemicals operation for a minimum of three to five years as well as some level of experience in maintenance activities in similar environment.
•Experience in capital project management principles and practices, concept through commissioning and including design of equipment used in highly hazard chemical operations.
•Experience in organizational effectiveness and management of multi-disciplined teams.
•Experience in SHES management principles and practices.
•Knowledge of business and management principles and practices including financial and accounting.
•Preferred previous leadership experience in managing a team, which includes full life cycle (i.e., hiring, performance management, development, etc.)
•Knowledge of drawing standards and tools.
•Knowledge of Microsoft tools e.g. Excel, PowerPoint, Word etc.

Work Environment
•This role will be split between time in an office as well as time in our manufacturing buildings. This role will work around hazardous chemicals, outside elements, and a variety of chemical processing equipment.
•Travel to be less than 25%.
•This opportunity offers a hybrid work structure in which work can be done remotely or from the facility based on demands of specific tasks and/or projects. Working from the location is encouraged for tasks/projects that require a high degree of collaboration and visibility to work being done.
