Summary

As a Project Manager you will be responsible for overall project management of the most politically sensitive and complex Prospectus level projects.

Location of position:Region 9 Pacific Rim Region, Design and Construction Division, San Francisco, CA.

At this time we are only filling one vacancy, however additional vacancies may be filled from this announcement as needed.

Videos Duties Project Plan Development: Directs and leads development of comprehensive and detailed project plans including methodology, resource requirements, timelines, priorities and budget impact. Directs and performs budget planning and execution to support each step in development. Exercises full responsibility for the administration and management of the entire project including the direction and control of project planning, programming, budgeting, site selection and acquisition, appraisal, design and construction, contract evaluation, technical contract administration etc. Participates with key client agency personnel who are responsible for defining the goals of a project, and works with them to prepare a master plan for accomplishing such goals. Responsible for client communication and client satisfaction. Project Resource Management: Identifies, manages, integrates and/or adapts resources to achieve project goals while effectively managing scope, schedule and budget for assigned projects. Ensures that projects delivered meet customer requirements. Leads and facilitates the efforts and expertise of a wide range of disciplines including building management, realty, engineering and architecture, construction, contracting, leasing, budget and finance, physical security, quality assurance, and business and government management. Serves as a mentor for team members and others. Maintains continuous contact with Federal, State and local officials and Congresspersons in regard to project issues and status. Briefs key leadership on costs, impact, feasibility, alternatives, issues, recommendations and status of project development and implementation. Manages all aspects of the project's finances with the client including: preparation, negotiation, presentation, approval, and communication of pricing, occupancy agreements, reimbursable work authorizations, and project budget. Determines project risk and assesses project activities and resources to mitigate risk on behalf of the government. Contract management: Directs the acquisition and management of large numbers and types of contracts supporting all aspects of design and construction to support projects. In conjunction with the Contracting Officer serves as lead negotiator for assigned projects. Prepares and/or assists the Contracting Officer in the preparation of statements of work and solicitation documents. Participates in review of bids, contractors' negotiations and technical and business discussions with contractors. Monitors and assesses effectiveness of contractors in meeting contractual requirements. Requirements Conditions of Employment Meet all eligibility requirements within 30 days of the closing date. The GA-14 salary range starts at $152,105 per year.

To qualify, you must have at least one year of specialized experience equivalent to the GS-13 level or higher in the Federal service. Specialized experience is experience applying advanced concepts, practices, and methodologies of project management to service large, complex new construction, modernization and/or lease construction projects. Such experience must reflect experience performing planning, scheduling budgeting, estimating, cost analysis and control, tracking, reporting and forecasting for such projects.

Expert ability to effectively manage project financial planning and analysis. Ability to satisfy and support a diverse customer base by working effectively with customers, assessing their needs and satisfying their expectations within sound business practices. Expert ability to manage projects impacted by multiple competing priorities and requirements, and to successfully integrate these requirements to meet the goals and objectives outlined for development initiatives Skill in allocating fiscal, staff, and time resources to produce maximum results. Skill in assessment and evaluation techniques, cost/benefit analysis, acquisition planning, risk management, knowledge management, and forecasting. Knowledge of procurement principles and procedures and different types of contracts. Skill in techniques to negotiate contract costs, prices and terms to ensure the successful completion of a project. Knowledge and understanding of GSA funding process, the Federal Budget process, and principles of budgeting for asset acquisitions. Additional hurdle assessments, such as narrative responses or other assessments, may be administered to applicants who meet the requirements of the first hurdle, e.g., the minimum qualification requirements.
