About the Role:
The Proposal Manager is responsible for managing and coordinating the development of proposals in response to federal solicitations for Operation & Maintenance (O&M) and construction projects. This role involves strategic planning, writing, reviewing, and finalizing proposals. The Proposal Manager ensures that proposals are compliant with federal requirements and align with the company's strategic goals.
Key Responsibilities:
Lead the proposal development process from start to finish, including planning, writing, and submission.
Analyze requests for proposals (RFPs), requests for quotations (RFQs), and other solicitation documents to identify key requirements and compliance issues.
Coordinate with cross-functional teams (e.g., operations, finance, and engineering) to gather necessary information and input for proposals.
Develop and manage the proposal schedule, ensuring timely completion of all proposal components.
Prepare detailed and accurate cost estimates, ensuring alignment with project specifications and company pricing strategies.
Review and approve cost estimates provided by other team members.
Ensure that all proposals comply with federal regulations, company policies, and client requirements.
Implement quality control measures to ensure the high standard of all submitted proposals.
Identify potential risks and mitigation strategies related to proposal submission and project execution.
Maintain and update proposal content, including resumes, project descriptions, and standard forms.
Provide regular updates to senior management on proposal status, challenges, and outcomes.
Search periodically online for new project opportunities on SAM and Ebuy systems.
Negotiate and prepare contracts modifications annually for each contract.

Requirements:
Bachelor's degree in Business Administration, Marketing, Engineering, or a related field.
Minimum of 5 years of experience in proposal management, preferably within the federal contracting environment.
Proven track record of successfully managing proposals for O&M and construction projects.
Experience with federal acquisition regulations (FAR) and government contracting processes.
