Job Description

Bryce Space and Technology is looking for an experienced program manager to oversee/lead an IDIQ program that support our US Space Force, Space Systems Command (SSC) customer. The Sr PM position will not directly support a government issued task order but will oversee overall program execution.

Customer Background Information: Space Domain Awareness & Combat Power is the Space Systems Command Program Executive Office (PEO) focused on delivering cyber, ground- and space-based systems that rapidly detect, warn, characterize, attribute, and predict threats to national, allied, and commercial space systems, while also providing National Security deterrence capabilities countering those identified threats to prevail in a space conflict.

SSC/SZ-BC provides highly classified Space Domain Awareness (SDA) systems, Defensive and Offensive Space Control (DSC/OSC) capabilities, and space test range assets to meet current and projected Department of Defense (DoD) operational requirements. SSC/SZ-BC develops, integrates, tests, deploys, sustains, and supports operations for systems that meet strategic and tactical operational needs. SSC provides unrivaled space systems to ensure survival for both the United States Space Force and our nation. These systems span the entire acquisition life cycle. This contract will support multiple SSC/SZ-BC programs, as well as various other Space Force, Air Force, and mission partner programs.

The effort will support the development, advancement, and sustainment of weapon systems for Space Systems Command (SSC) Space Domain Awareness and Combat Power (SDACP) (SSC/SZ), Battle Management, Command, Control, and Communications (BMC3) (SSC/BC), and their mission partners. This mission area requires personnel with experience and an in-depth understanding of the environments that include ground, near-space, space, and any system that operates in those environments.

Minimum Knowledge and Experience:

- Responsible for leading overall team to ensure successful program execution, compliance to program requirements, management of internal and customer stakeholders and development of all internal and customer program performance review

-Responsible for successful delivery of a program to a customer; and provide direction to PMs and task order leads on all aspects of program execution

- Manage and integrate activities in accordance with contract requirements and ensure technical, schedule, cost, and financial performance.

- Define or contribute to the program baseline then execute the program to comply with baseline requirements.

- Manage risk, customer relationships, and program staffing.

- Ensure compliance with quality standards and escalate challenges to leadership.

- Identifies key resources required to manage and execute to the program baseline often requiring frequent, real-time changes to meet dynamic program needs.

- Identifies and analyzes significant variances, and establishes corrective actions.

- Manages and integrates a large size program staff that includes subcontractors or suppliers and task or project leads.

- Provides guidance and direction to the internal cross-functional team. Develops program-specific processes, procedures, techniques, or tools.

- Requires systems engineering or detailed technical approach involving trade studies, risk mitigation or complex schedule.

- Primary interface for all program aspects and issues, program and account insight, and serious problem resolution.

- Possesses mature leadership and management skills and provides advice and assistance to other PMs.

- Escalates and resolves serious program issues.

1. Provide programmatic oversight for cost, schedule, technical, contractual and risk elements of the Hemisphere program. Sr PM will interface with Task order (TO) PMs and IPT leads to ensure programmatic objectives are tracked, adhered to and achieved. Ensure that performance for space acquisitions, engineering, operations, and technical advice and assistance for all projects and programs, as required, to support any stage of the acquisition life cycle. Advise and assist the PMs directly supporting the Government on cost, schedule, and performance matters.

2. Develop a governance model to ensure a business rhythm is identified and implemented to monitor performance and perform mitigation activities as required. Led performance reviews on overall program performance to include staffing, cost, schedule, technical, risk and customer satisfaction. Ensure programmatic standards and best practices are communicated and adhered to by overall staff.

3. Provide a draft SME-level technical and/or programmatic status report of any individual program or of the portfolio, in coordination with the Government program manager, upon request by the Government.

4. Advise Task Order IPT leads or government facing PM on areas of improvement, including acquisition process improvements. Provide actionable, feasible recommendations and execute tasks for reducing risk where appropriate. These recommendations may include technical, organizational, or programmatic changes where appropriate. Assist in building and maintaining a Government risk program, including risk identification, process definition, and detailed technical risk mitigation plans, as required by the Government.

5. Support the Government program manager on commitments, obligations, and expenditures of funds and perform earned value management and schedule analysis in support of program office defense contracts. Understand how classified funding is distributed and shall provide PPBE support, to include congressional reporting, fiscal year planning, continuing resolution management, unfunded requirement development and submittal, end-of-year funding actions, and Program Objective Memorandum (POM) development.

6. Assist the Government facing PMs with reviewing and analyzing packages delivered in support of DoD programs. These items include, but are not limited to Program Contractor Status Reports, Contract Performance Reports, Integrated Master Schedules, Integrated Program Management Reports, Contract Funds Status Reports, Work Breakdown Structures, and other applicable technical data packages for compliance with Program Contractor contractual requirements to include but not limited to Data Item Descriptions and the CDRL's. Analyze, reconcile, identify discrepancies, recommend corrective action, track findings, and advise the government on resolution. Participate in DCMA surveillance reviews and provide evaluations of surveillance reports and assessments performed by the Agency on Program Contractors' earned value management and/or alternate management system, processes and procedures, and performance. Perform IMS reconciliation to ensure activities are traceable to IMP events.

7. Maintain awareness of current program schedule, monitor acquisition implementation, report requirement shortfalls, and provide a program assessment based on the identified risks. Combine and correlate program execution data with the program baselines to accurately maintain and update acquisition reports.

8. Advise the Government program manager on technical engagements, to include but not limited to, technical interchange meetings, design reviews, program conferences, video teleconferences, telecons, working groups, and informational meetings. Maintain a broad awareness and understanding of all programs and technology development efforts in execution across the applicable portfolio, as required. Assist integrated product teams and working groups and establish customer and Contractor interfaces.

9. Be familiar with source selection process to assist the Government to execute source selections subject to FAR 9.505-4. Source selection assistance activities shall include, but are not limited to, coordinating functional meeting requests, developing source selection documentation (e.g. source selection plan, acquisition strategy, non-disclosure agreements, etc.), and reviewing and drafting proposal evaluations, to the extent that such activities are not inherently governmental.

10. Assist with management of the portfolio by providing information, advice, and recommendations for the effective alignment of portfolio acquisitions, manpower, and funding. Advise and assist program managers to identify and minimize the likelihood of interface and integration problems. Coordinate and resolve issues and facilitate team communications. Tasks shall include coordinating resolution of program issues and facilitating effective integration of requirements and efforts with other acquisition and sustainment activities. This may include internal system interface issues, as well as external interface issues with multiple Government or mission partner organizations.

Qualifications Educational Requirements: BS/BA w/>18 yrs; MS/MA w/>16 yrs; PHD or JD w/>8 yrs

Experience Requirements: 18 years of relative experience
