Job Description
The Oracle State & Local Global Industry Unit is a brand-new organization that is in the process of designing & developing a suite of SaaS applications for local government markets using cutting edge technologies. As we grow out our development teams, we are in need of a development manager to lead a team of SaaS developers.
We're looking for a dynamic leader who is both detail & security oriented to help lead one of the best & brightest teams of developers. Ideally, this individual will have a mixed background of both development (5-10+ years) and management (5+ years), with management being the most recent career skillset. The ideal candidate should have hands on technical experience as some of the responsibilities will include technical code & architecture reviews. Experience with Oracle APEX and Oracle Cloud Infrastructure is a bonus, but not required.

This is a Criminal Justice Information Systems (CJIS) sensitive position and will require a fingerprint-based background investigation, conducted by customer criminal justice agencies, to determine an applicant's eligibility for access to criminal justice information. Employees hired for this position will be required to obtain and maintain CJIS access approval by Federal, state, and/or local agencies for Criminal Justice information, related law enforcement databases, and communications systems.
Responsibilities
Candidate responsibilities include:
Providing leadership, direction and strategy to the Software Engineering team.
Delivering large scale project on-time with high quality and attention to detail and focus on security
Manage developer progress and provide guidance / assistance as needed
Coordinate with product team to evaluate, estimate and validate requirements
Coordinate with other development team leads & management
Preferred Qualifications:
At least 10 years of development experience with a strong software development background
At least 5 years' experience as a manager of individual contributors
Experience designing, building and operating SaaS applications
Experience with event-based architectures
Experience with cloud infrastructure components & services; OCI a plus, but not required
Experience with DevOps processes & procedures
Full stack development experience, with experience in real time web services and supporting architectures is required
Mobile development experience a plus
Strong knowledge of PL/SQL; knowledge of Oracle APEX a plus
Experience migrating agencies in the public safety space a plus
Strong knowledge of data structures, algorithms, operating systems, and distributed systems fundamentals
Experience in public safety, public administration or other state & local government a plus
Experience working with Agile development frameworks

US: Hiring Range: from $120,300 to $291,900 per annum. May be eligible for bonus, equity, and compensation deferral.
Oracle maintains broad salary ranges for its roles in order to account for variations in knowledge, skills, experience, market conditions and locations, as well as reflect Oracle's differing products, industries and lines of business.
Candidates are typically placed into the range based on the preceding factors as well as internal peer equity.

Paid time off: Flexible Vacation is provided to all eligible employees assigned to a salaried (non-overtime eligible) position. Accrued Vacation is provided to all other employees eligible for vacation benefits. For employees working at least 35 hours per week, the vacation accrual rate is 13 days annually for the first three years of employment and 18 days annually for subsequent years of employment. Vacation accrual is prorated for employees working between 20 and 34 hours per week. Employees working fewer than 20 hours per week are not eligible for vacation.
