Summary This position is located in the Department of Homeland Security, U.S. Coast Guard, Operational Logistics Command (LOG) Base Boston, Procurement & Contracting Department, Boston, MA. Responsibilities You will be responsible for procurement and administration of contracts for services, goods, transportation, lodging, messing/galley services & general contracting needs of supported Coast Guard units. Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include: - Developing contracting strategy by considering a variety of pertinent issues such as availability of funds, extent of competition, production lead times, urgency, delivery requirements. - Assisting Chief and Deputy Chief of the Contracting office (COCO) in preparing procurement planning documents for current and out-year requirements. - Monitoring and approving the work products of the section contracting staff and identifying training needs as necessary. - Analyzing cost proposals; reviewing field pricing and technical engineering reports, developing pre-award negotiation position and justifications. - Providing technical and administrative supervision to procurement staff. - Carrying out EEO policies and communications support of these polices to subordinates. Requirements Conditions of Employment U.S. Citizenship is required. Unofficial Transcripts MUST be submitted at the time of application. The position requires a valid state driver's license. Males born after 12/31/1959 must be registered for Selective Service. Must qualify and maintain qualification for Government Travel Card. All qualification requirements must be met by the closing date of the announcement. Qualifications Basic Requirements for GS-13 Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions, including at least 4-years experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position. AND A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade. In addition to the basic education requirements above, the following additional experience is required: 3) Training refers to the May 7, 2014, Memorandum on Revisions to the Federal Acquisition Certification in Contracting (FAC-C) from the Office of Federal Procurement Policy. Applicants must meet the FAC-C requirements and be certified at Level II at the time of application. Possession of certification must be indicated as part of application submission. Applicants not certified may still apply and be selected but must achieve certification within 52 weeks of appointment. A valid Defense Acquisition Workforce Improvement Act (DAWIA) certification is equivalent to a FAC-C at the same certification level, provided the FAC-C education and continuous learning requirements have been met. Must meet requirements necessary to obtain and maintain a Contracting Officer's warrant up at the simplified acquisition threshold (SAT), or at the appropriate level as determined by the COCO to meet mission requirements. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. NOTE: The Defense Acquisition University (DAU) does not grant Academic degrees; therefore courses completed at the DAU are not creditable towards meeting the 24 semester hour requirement, in the fields identified above, unless the coursework has been evaluated by an accredited institution recognized by the U.S. Department of Education, and appears on a college or university transcript. Education This position does have a positive education requirement.
