QUALIFICATIONS: Valid New Jersey Commercial Driver License* with "S" endorsement Required criminal background check Proof of U.S. Citizenship or legal resident alien status Excellent driving record. Minimum of three (3) years school transportation experience. Knowledge of state laws and regulations governing school bus construction and maintenance, and student transportation Demonstrated skills in personnel management, route scheduling, fleet maintenance and cost containment. Capable of analyzing problems and recommending solutions. Such alternatives to the above qualifications as the Superintendent may find appropriate and acceptable. * Under federal regulations effective October 1, 2006 school bus drivers will be required to have an "S" endorsement on their Commercial Driver License. REPORTS TO: School Business Administrator ESSENTIAL FUNCTION:
The Transportation Manager shall have the overall responsibility for the operation of the School Transportation Program, supervision of the bus drivers, substitute drivers, and bus aides, maintain accurate records and contracts, and prepare all associated information and mandatory reports for approval.
TERMS OF EMPLOYMENT: Twelve (12) month year EVALUATION: Evaluated annually in writing by School Business Administrator SUPERVISES: Bus Drivers, bus aides, substitute drivers and aides and secretary for transportation PERFORMANCE RESPONSIBILITIES: Ensures compliance with all laws, regulations and Board Policy related to school transportation. Prepares all bus routes, determines bus stops, pick-up times and ensures compliance with bus capacity limitations for public and non-public schools in the district. Recruits, trains and supervises the performance of all transportation personnel, and makes recommendations regarding their employment, promotion and release. Files with the county superintendent a report listing the name, social security number of each bus driver or substitute driver and certification of a valid school bus driver's license and criminal background check. Develops and administers a transportation program to meet the needs of the daily instructional program, field trips and extra-curricular activities. Arranges for the transportation of students with disabilities as determined by the child study team. Coordinates authorized transportation services for community groups in accordance with Board Policy. Evaluates methods for transporting students attending a special education or vocational school outside the district and non-public school students. Recommends the use of a CTSA (Coordinated Transportation Services Agency) as appropriate. Makes recommendations for the purchase of new vehicles, and assists in the preparation of quotes and bid specifications for them. Maintains all district-owned vehicles, as required by the Division of Motor Vehicles' regulations. Prepares and administers the transportation budget. Promotes the safety of students through pre-service and regularly scheduled in-service training of bus drivers and substitute drivers. Periodically inspects all Board operated buses for cleanliness and proper maintenance. Works cooperatively with principals/administrators to make arrangements for bus emergency evacuation drills at all schools. Works cooperatively with principals/administrators in seeking solutions to discipline problems occurring on school vehicles. Completes and transmits to appropriate authorities all accident reports involving school vehicles. Responds to transportation inquiries by the public and handles all complaints. Prepares all transportation records and reports as required by law, code or Board Policy. Ensures the timely state inspection of all Board operated buses. Conducts an annual cost analysis of the transportation operations, and develops recommendations for future equipment and personnel needs. Maintains an individual and permanent file on each Board owned vehicle as required under law and makes them available for inspection upon request. Attends appropriate committee and staff meetings. Establishes bid specifications for all contracted bus routes. Handles student eligibility for transportation to non-public schools. Compiles and reports bus drivers' time and overtime to the payroll department. Schedule, in consultation with Athletics Administrator/Principal, all transportation to and from athletic events. Keeps continually aware and knowledgeable of the laws, rules and regulations of the State Department of Education, Bureau of Student Transportation and the New Jersey Department of Motor Vehicles as they apply to student transportation. Annually reviews all Board policy related to Transportation Services for accuracy and efficacy. Submits revision suggestions to policy to immediate supervisor Reviews Administrative Code and State Statute periodically with regard to transportation services to ensure compliance with all aspects of transportation (ie. bid specs).
