Description

The Administrative Analyst works closely with Department Leadership to support operational readiness, project development and management, coordination, and analysis to support the Agency's internal infrastructure, including Operations, Finance, Planning & Project Management, and Human Resources. This generalist role will lead coordination and project management of deliverables under the Infrastructure Department and collaborates closely with divisions and units within the organization. Focus on data-driven methods, equity, and continuous improvement across all initiatives.
Coordinates, facilitates, and project manages agencywide and division-specific strategic initiatives in service to the Agency's Strategic Plan, Agency growth and change, and the Alameda County early childhood system. Leads special projects, including complex data, financial, or operational analyses, establishing policies and procedures, and making recommendations to leadership. Develops, implements, and monitors plans with trackable outcome measures and recommends adjustments as needed. Works closely with leadership and other staff to ensure day-to-day project management aligns with strategic objectives. Establishes clear deliverables and process, anticipating resources and tools needed. Uses data, research, and evaluation to improve operational practices, program design, implementation, and integration. Develops written materials (briefs, reports, memos, etc.), tools, and analyses with a keen eye for detail and maintaining high quality. Promotes positive collaboration among staff, ensuring effective communication and practices internally and externally. Provide capacity building support to staff, fostering a culture of accountability and high-quality work. Work with the Infrastructure Department to evolve and implement practices for continuous learning and improvement. Additional projects and duties as assigned. Qualifications Minimum Qualifications

Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be: Minimum nine years of full-time progressively responsible related experience in a public or private organization. Bachelor's Degree from an accredited four-year college or university with major coursework in Public Policy, Public Administration, Organizational Development, Business, or related field may be substituted for 4 years of experience. A Master's degree may be substituted for an additional year of experience. Additional Requirements

Travel within Alameda County as necessary to carry out job duties. Some travel outside Alameda County is occasionally required.

Knowledge of: Principles, practices, and tools of project management, implementation, and evaluation Principles and practices of the development of effective written materials Principles and practices of policy and data analysis Principles and practices of management, training, and team leadership Principles and practices of systems thinking and/or systems change Principles and practices of the use of data for continuous improvement and decision-making Proven ability to collaborate effectively with multidisciplinary teams Principles of equity, social, racial, and economic justice Cross-cultural sensitivity Principles and practices in the field of early childhood and systems of care preferred Proficiency in Microsoft Office Suite, Office 365 preferred Familiarity with data visualization and reporting platforms (e.g., Smartsheet, Salesforce, Power BI, Tableau) preferred Ability to: Demonstrate experience and leadership in project management, data analysis, and strategic thinking Effectively plan and project manage work to ensure organizational goals are achieved, including tracking and managing details across projects and initiatives involving multiple deliverables, deadlines, and interested parties Write persuasively and distill complex technical information into concise and compelling content Conduct research on a variety of topics and identify key insights and recommendations for leadership Analyze, interpret and develop program, financial, or policy documents Analyze, develop, and monitor budgets Effectively facilitate groups and manage meetings Provide leadership and communication to support change management Promote teamwork and integration within and across the Agency Work with Infrastructure Officer and Deputy Chief Executive Officer to develop a wide variety of short- and long-range plans Demonstrate cultural awareness and sensitivity in a variety of contexts Establish and maintain effective working relationships with staff throughout the Agency Thrive in fast-paced environment and adapt quickly to changes in Agency operations and work assignments. Exercise judgment within broadly defined practices and procedures to create and select appropriate strategies and make and carry out effective decisions Define and address complex problems or management challenges requiring analysis of multiple variables or situations, collect and analyze information, consider alternatives, and draw valid conclusions Please note: We are currently working a hybrid 2 day in-office schedule. Employees also All First 5 employees must live and work in California. The salary range for this position is $90,000 to $126,000 and as an independent government agency, the posted salary is the set salary range for this position.
