The City of Montebello is seeking a collaborative and engaged leader to serve as its Assistant Director of Human Resources. The Assistant Director assists in the overall management of the Human Resources Department and provides highly responsible and complex administrative support to the Director of Human Resources. The Assistant Director will be a well-versed, business savvy, and emotionally intelligent leader who can build relationships and trust with the Human Resources team and throughout the organization. The ideal candidate will possess excellent interpersonal skills, strong management and training skills, and the ability to work in a fast-paced environment that emphasizes collaboration, responsibility, and responsiveness to achieve City goals and objectives. The incumbent will serve as a strategic partner and develop and maintain open and cooperative working relationships with all City employees and labor representatives. Extensive public sector experience in the areas of employee relations, labor relations, performance management, and organizational development is highly desirable.

Examples of essential duties of the Assistant Director of Human Resources include, but are not limited to: Assists in managing the services and programs of the Human Resources Department and assumes management responsibility for assigned services and operations of one or more division or section. Provides leadership, direction, and guidance in programs and issues; coordinates the Department/Division's plans with state, Federal and regional agencies; assures effective communication of issues and strategies; anticipates problems and pursues solutions. Directs daily operations of the Department/Division, oversees the activities of the assigned Division; manages, allocates, and coordinates internal and external resources; evaluates and analyzes issues, and recommends and implements solutions to accomplish goals and improve operations. Oversees and/or reviews documents to ensure the matters of importance to the City are addressed. Conducts and oversees investigations related to grievances, claims of harassment, discrimination, and retaliation, and related subjects. Participating in meet and confer negotiation meetings with bargaining units and labor representatives. Supervises and coordinates projects; provides professional services to achieve structured and organized growth and development in the City in compliance with all regulatory requirements; assures project plans, policies and procedures are in compliance with local, State and Federal codes and regulations. Develops, evaluates and implements Department/Division goals, objectives, policies and procedures; assures Department's/Division's plans and activities are in compliance with all laws, policies, regulations, timelines, and goals; reviews project work papers, and approves project plans and procedures. Assures the integrity of the Department's/Division's work products, processes and procedures; monitors technical documents for accuracy, completeness, and compliance with Federal, State, and City policies and practices; reviews and prepares status reports and recommends appropriate actions. Participates in meetings with government officials and community groups; provides information to the appropriate Commission, City Manager, City Council and other City departments as needed; coordinates with various regional government organizations, community groups, and state and Federal agencies; attends public meetings and presents information. Collaborates and works cooperatively with all Departments to plan and delivery of service within the allocated resources. Supervises the daily activities of assigned staff; plans, prioritizes and assigns tasks and projects; trains and coaches staff; monitors work, develops staff skills, and evaluates performance; assures the quality of services provided. Assures a productive, efficient and technically competent work environment; assures effective communications with other City departments and outside agencies; sets program and project priorities and assures project deadlines and performance standards are met. Reviews and approves technical documents, contracts, agreements, plans and reports of Division's activities; manages the collection, analysis and reporting of administrative and operational data; prepares and administers budgets, and monitors and authorizes expenditures. Directs the activities of managers and staff; plans, prioritizes and assigns tasks and projects; monitors work, develops staff skills, and evaluates performance; meets regularly with staff to discuss and resolve workload and technical issues; develops goals and priorities. Coordinates meetings with regional agencies, and business and community groups. Maintains the absolute confidentiality of all records and information. May assume responsibility for administration of Department in absence of the Director. Provides supervision, direction, coordination, and training for the professional, technical, and clerical staff. Assigns work to staff. Manages and tracks the workload for the division; prepares complex analyses and reports. Monitors consultants to ensure project completion within estimated costs and time schedules and with acceptable technical quality; monitors federal and state legislation and develops advocacy positions related to economic and community development issues; makes recommendations on the City's long-range economic plans, as required. Represents assigned functions with City staff and other governmental agencies as delegated. Provides staff support for the City's Civil Service Commission. Performs other duties as assigned. Education and Experience:

Any combination of education, professional training and extensive experience that would provide the required knowledge, skills, and abilities is qualifying for this position. A typical way to obtain the required qualifications would be the equivalent of a Bachelor's degree from accredited four (4) year college or university in human resources management, business or public administration, political science, or a closely related field; at least five (5) years of increasingly responsible human resources experience in a municipal agency in California; and three (3) years of experience in a supervisory, managerial, or administrative position working for a municipal agency.

Licenses and Certifications: Possession of, or ability to obtain, a valid California Driver's License by time of appointment. Possession of current/valid professional certifications or licenses as required by the hiring Department. Knowledge of: Advanced operational characteristics, services, and activities of a variety of human resources programs, including employee and labor relations, recruitment and selection, benefits administration, risk management, HRIS, classification and compensation, and leaves of absence administration. Public sector human resources management best practices. Employment law and legal compliance at an advanced level. Principles of supervision, training, and performance management. Retiree benefits administration and public sector pension systems. Applicable City, County, State, and Federal employment and labor laws, rules, and regulations. Principles, techniques, and strategies used in labor negotiations. Due process procedures as applied to employee violations of work policies, regulations, and laws. Budget development, preparation, and administration. Research methods and procedures. Organizational development and training principles. Ability to: Oversee and participate in the management of comprehensive human resources programs. Recommend and implement goals, objectives, and practices for providing effective and efficient services. Plan, organize, coordinate, and direct Department programs and activities. Select, supervise, train, and evaluate staff. Negotiate and manage contracts for professional and general services. Organize, prioritize, and coordinate the workload and assign work to staff accordingly. Mentor and provide clear guidance to staff. Write clear and concise staff reports, correspondence, and other related professional writing assignments. Communicate effectively orally and in writing. Provide leadership, vision, and direction for the professional development of City staff. Effectively and appropriately manage conflict. Analyze issues, identify alternative solutions, project consequences of proposed actions, and implement recommendations in support of goals. Research, collect, and analyze information. Interpret and apply Federal, State, and local policies, laws, and regulations. Effectively represent the Department's functions of the City to the general public, organizations, and other city, county, state, and federal government agencies. Establish and maintain effective working relationships with those contacted in the course of work. Handle personnel issues in a professional and timely manner. Assist with the preparation and administration of division's budget. Physical Demands

Must possess mobility to work in a standard office setting and use standard office equipment, including a computer; to operate a motor vehicle and to visit various City and meeting sites; vision to read printed materials and a computer screen; and hearing and speech to communicate in person, before groups, and over the telephone. This is primarily a sedentary office classification although standing and walking between work areas may be required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment. Incumbents in this classification occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull materials and objects up to 25 pounds.

Environmental Elements

Incumbents work in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances. May interact with upset individuals, groups, and/or representatives in interpreting and enforcing departmental policies and procedures. May be required to work extended hours, including evening and weekends.
