Reporting to the Director of Benefits and Well-Being, the Benefits Manager is responsible for the administration and employee service for the Institute's health and welfare, retirement, leave of absence programs and well-being programs. This is a role that requires being able to lead and manage day to day operations and improvements with an awareness of the longer-term direction desired for total rewards at DFCI. The individual will partner with key vendor and collaborated closely with other functions within HR and outside of HR. This role will play an essential part in implementing the new technology-based service model within this HR function. This role is time limited benefit eligible with an expected end date of November 2025. Manage customer service center for the Benefits and Leave of Absence teams and ensure they are meeting the expected service standards. Lead implementation of the technology-based service platform which includes building and maintaining knowledge base, oversee training, and supporting employee change management.
Administer benefit plans in accordance with plan provisions and plan documentation, as well as leading the resolution of complex programmatic and system issues.
Oversee outsourced Leave administration and internal leave of absence service team to assure compliance with FMLA, MA PFML, ADA, and DFCI Policies.
Make recommendations for new well-being and benefit programs and modifications to existing programs that are in line with competitive trends, business needs and as financial parameters allow.
Manage large projects and implementations like RFPs, Open Enrollment, and new vendor implementations.
Collaborate with internal and external communications teams to develop communication plans, strategies and materials to support employee understanding and engagement regarding all benefit and leave of absence offerings.
Ensure all plans are in compliance with Federal, State and local benefits laws and regulations, including IRS code, ERISA compliance and audit requirements. Manage adherence to annual non-discrimination testing, required mailings and all plan documentation (i.e. SPDs, plan amendments).
Develop and manage internal reporting of plans and manage all plan audits.
Work with Director of Well-Being and Benefits to administer DFCI's fringe benefits budget.
Manage team of 2-5 Benefits and Leave of Absence professionals.

MINIMUM JOB QUALIFICATIONS: B.A./B.S. with a minimum of 6 years of increasingly responsible benefits experience and management experience is required.
Technical expertise on varying types of retirement plan design and administration, or commensurate experience, needed.
Benefits certification is desirable.
KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED: Knowledge in benefits administration and related laws and regulations, including but not limited to ERISA, HIPAA, ADA, FMLA, MA PFMLA.
In-depth knowledge of retirement plans and benefits (qualified and non-qualified plans).
Solid and progressive understanding of benefit administration operations and systems.
Ability to develop and communicate long-term plans while managing the improvements to current infrastructure and operations.
Proven track record of developing junior staff in both benefits related content and approach to how work is accomplished.
Strong time and project management skills.
Outstanding written and interpersonal skills.
Ability to present recommendations effectively in oral and written form to all levels of the Institution.
Ability to read, analyze, and interpret the most complex documents.
Strong computer skills including Word, EXCEL, Power Point.
High level of confidentiality.
Progressive experience in HR as well as benefits is a must.
Experience in a very high paced environment to include turnaround situations, or mergers and acquisitions.
MUST be a team player, team builder and have superior skills as a collaborator across organizational functions.
Able to see the challenge and be energized by the opportunity.
Strong desire to grow and learn in HR, Health Care and as a professional.
