Position Summary/Purpose of Position:

The Director of Administrative Services (DAS) is responsible for the day-to-day financial activities and operations of START and the long-term financial planning of the center, including:
Sponsored research administration - approximately 45% of effort Administrative and financial management - 40% Liaising with campus partners - 10% Providing support on growth and development to the Director - 5% Other related duties as assigned - 5% This involves extensive sponsored research administration, in particular pre-award proposal preparation, post-award management and subaward recipient monitoring. The DAS ensures that START meets all research, reporting and financial compliance requirements. The DAS identifies and advises the executive director and director on potential compliance issues. The DAS assists the executive director in working with the sponsor agencies on modification requests and to resolve issues. She or he also works closely with many departments across campus, including Office of Research Administration (ORA), Sponsored Program Accounting & Compliance (SPAC), Dean's Office, College of Behavioral and Social Sciences (BSOS) departments, and the Applied Research Lab for Intelligence and Security (ARLIS).

The DAS consults with the director and executive director on the strategic use of funds. This involves analyzing START discretionary accounts and preparing high level reports. The DAS also makes recommendations about resource allocation for START to maintain sustainability and reach long term goals. In addition, the DAS takes a lead role in financial matters and updates director and executive director on college and university policies. The DAS is responsible for annual budgeting of START's state funding. The DAS also provides oversight and approval of educational budgeting, including entrepreneurial programs.

The DAS ensures the smooth operations of START. The DAS oversees payroll, from search to termination. In addition, the DAS resolves financial and human resource inquiries from all START employees.

Minimum Qualifications: Education: Bachelor's degree. Experience: 10 years working in an office environment specific to research administration and business operations in an academic environment (e.g., research administration, payroll, procurement, budgeting, accounting). 4 years of supervisory experience. Knowledge, Skills, and Abilities: Solid foundation and working understanding of regulations including Uniform Guidance, the Federal Acquisition Regulation, UMD policies, and sponsor policies as needed. Ability to handle multiple, sometimes competing priorities, and provide excellent outcomes within required time frames. Excellent communication skills, attention to detail and the ability to work within a team-oriented environment. Demonstrated analytical skills, proactive problem-solving abilities and responsiveness to the needs of START stakeholders Strong critical thinking skills (especially in situations where no clear precedent exists). Preferences: Preferences: Master's Degree in relevant field. Post-graduate qualification or certificate in research administration, accounting, or a relevant field. Knowledge of University of Maryland administrative systems, policies and procedures. Adaptability to new administrative systems. Familiarity with Workday. Experience in electronic proposal submission to federal agencies. Additional Certifications: Additional Information:

Salary range: $125,000-$145,000, commensurate with experience and education.
Position is eligible for up to 2 days of telework per week.
