Job Summary

The Director of Administration and Finance is responsible for managing the capital project budget analyst team. The team, which is comprised of nine analyst and senior analyst positions, is responsible for maintaining over 500 capital project budgets that comprise the MBTA's five-year $9+ billion capital investment plan (CIP) as well as third-party projects overseen by the MBTA. The position is responsible for designing, managing, and reviewing the team's work, including technical analyses, such as, project budget reviews, cash flow forecasting and budget impact analysis.
Duties & Responsibilities Manage the capital project budget analyst team that maintains and monitors capital project budgets and expenditures for the MBTA's five-year $9+ billion capital program. Conduct regular budget reviews at key stage gates and regular intervals in the project lifecycle. Lead monthly variance analysis to understand how projects are progressing relative to schedule and budget. Ensure analysts are adequately supporting projects through timely review and processing of all change orders, budget revisions, risk reallocations, work order authorizations, invoices, and payments. Provide training and guidance to finance contacts in all MBTA Departments with capital projects to ensure awareness and compliance with all MBTA finance policies and procedures. Provide training and instruction on how to use financial software applications including the Capital Management System and Financial Management System (PeopleSoft). Analyze MBTA Capital Data for inclusion in various ad hoc reports including contract awards, subcontractor payments, invoice processing and DBE participation. Research and resolve reporting and data discrepancies within the capital financial systems to ensure system processes and controls are in place to support proper financial and project reporting. Assist IT and all MBTA Departments with the planning, development, testing and implementation of new system enhancements to ensure accurate and timely data integration and cross functionality between financial systems. Perform all other duties and projects that may be assigned. Supervision Oversee a team of nine (9) budget analyst monitoring budget and expenditures for capital projects Minimum Requirements & QualificationsBachelor's degree from an accredited institution in Business, Finance, or related field. Seven (7) years of experience estimating, developing, implementing, monitoring and/or analyzing budgets for long range and/or capital projects. Five (5) years of related supervisory, managerial, and/or leadership experience. Effective organizational, analytical, confidentiality and time management skills. The ability to use Word, Excel, Access, or Database applications. The ability to effectively communicate with customers, employees, and vendors. Excellent customer service, conflict resolution and negotiation skills. Substitutions IncludeA High School Diploma or GED with an additional seven (7) years of directly related experience substitutes for the bachelor's degree requirement. An associate degree from an accredited institution an additional three (3) years of directly related experience substitutes for the bachelor's degree requirement. A master's degree in a related subject substitutes for two (2) years of general experience. A nationally recognized certification, or statewide/professional certification in a related field substitutes for one year of experience. Preferred Experience and Skills Experience with PeopleSoft, eBuilder, Primavera, Access, or Tableau. Related experience in the public and/or transit sector.
