Summary/Job Purpose:
The Director of PSC Contracts, Budgets, & Strategic Outsourcing is responsible for leading the sourcing team to optimize spend, build and maintain vendor relationships, minimize risk, and support business objectives. This role involves forming strong partnerships with business leaders and providing team guidance to develop and maintain sourcing strategies. These strategies leverage the company's purchasing power to drive efficiencies and build strategic relationships.
Essential Duties and Responsibilities:
Strategic Leadership :
Partner with upper management to align sourcing team goals with company objectives.
Develop and implement sustainable and diversified outsourcing strategies.
Lead and manage the team, delegating project assignments and overseeing outcomes.
Category Management :
Develop category strategies and conduct market research.
Manage vendor evaluation processes, including RFIs, RFPs, and selection.
Facilitate vendor presentations, software demonstrations, and award notifications.
Vendor Negotiation and Contract Management :
Oversee vendor negotiations, including scopes of work, budgets, and payment schedules.
Manage purchase orders, contract revisions, and lifecycle support.
Ensure accurate vendor training on invoice submission and support query resolution.
Reconcile vendor finances and close out contracts.
Vendor and Financial Management :
Collaborate with business units to establish appropriate vendor governance models.
Negotiate rate cards, discounts, and performance-based incentives.
Work with Financial Planning & Analysis for financial accruals, forecasts, and reporting.
Spend Management and Reporting :
Develop frameworks for spend analytics and reporting in collaboration with relevant teams.
Ensure the team supports business units throughout vendor lifecycle management.
Vendor Relationships :
Build and maintain relationships with current and prospective vendors.
Represent the sourcing team in governance meetings and resolve vendor-related issues.
Operational and Legal Oversight :
Ensure contracts are detailed, accurate, and aligned with standards.
Support the integration of sourcing roles within the Legal Contract Lifecycle Management (CLM) system.
Additional Responsibilities :
Lead key initiatives as directed and perform other assigned duties.
Supervisory Responsibilities:
Direct Supervision :
Oversee Sourcing Managers and/or Sourcing Contract Managers.
Handle hiring, performance reviews, and administrative tasks.
Indirect Supervision :
Provide strategic leadership and oversight for Category Managers.
Education/Experience/Knowledge & Skills:
Education :
Bachelor's degree with 13+ years of experience, Master's degree with 11+ years, or Doctoral degree with 8+ years in a relevant field.
Experience :
Extensive experience in outsourcing and strategic sourcing in relevant industries.
Minimum of 7 years in a supervisory/management role.
Experience with contract manufacturers, clinical researchers, and testing labs.
Proficiency in relevant software and contract management systems.
Knowledge/Skills :
Deep understanding of outsourcing concepts, financial processes, and contract management.
Strong negotiation, strategic thinking, and leadership skills.
Excellent communication, problem-solving, and relationship-building abilities.
Proficiency in Microsoft Office and ability to learn new software quickly.
Adherence to core company values.
Working Conditions:
Travel : Occasional travel to corporate locations and vendor facilities (up to 10%).
Environment : Primarily office-based work with clerical tasks.
