Office of Fiscal & Monitoring Services

The Office of Fiscal and Monitoring Services (OFMS) Monitoring Services Division is responsible for providing risk management services for OFMS and ODJFS. The division manages risk through subrecipient and contractor monitoring. The division provides training, technical assistance, audit liaison services, and resolution services. The division provides oversight for counties, workforce local areas, state agencies, and others. Additionally, the division manages the County Finance Information System (CFIS). Their services also include technical assistance and training for Ohio's counties. Our focus is on efficient and effective business operations, internal control, and compliance. What You'll Do

In this position, you manage the entire monitoring and consulting function for U.S. Department of Labor workforce development programs. You also work closely with local agency and state level program staff.

Responsibilities Develop and execute a comprehensive monitoring and technical assistance strategy of workforce development programs and agencies. Participate in risk assessments of all programs, special grants, and financial and administrative functions for workforce development programs. Plan, direct, and control monitoring projects within the overall strategic plan. Review and edit monitoring reports and present recommendations to appropriate management. Supervise lower-level managers and a team of professional auditors/monitors. Build collaboration across Federal, State, and Local stakeholders. Manage, create, and enhance processes and tools to improve effectiveness and efficiency. Make presentations and provide technical assistance. You need: Knowledge of Federal Grants management, including U.S. Office of Management and Budget's Uniform Administrative Requirements, cost principles, and audit requirements. Knowledge of U.S. Department of Labor programs, laws, regulations, and funding. A comprehensive understanding of audit and monitoring standards. Experience in supervising and managing professional audit/monitoring group. Strong organizing, analytical, planning, problem-solving, and communication skills. Strong leadership, relationship management, and customer service skills. Potential Challenges: Dealing with special grants and new initiatives in a dynamic environment. Interpreting and understanding complex regulations. Ensuring Stakeholder engagement with the monitoring process. Dealing with difficult people. Schedule: Position is remote. Standard hours are Monday through Friday 8:00 am to 5:00 pm.

Travel: Travel required as needed with occasional overnight stays.

Qualifications

The ideal candidate, at minimum, must have the following:

Option 1:

8 yrs. exp. in auditing or accounting which must have included 4 yrs. auditing exp. in accordance with auditing standards or in accordance with prescribed management policies &/or procedures as specified on agency position description; AND 3 yrs. exp. or 3 yrs. trg. in supervisory principles/techniques. Option 2: 12 mos. exp. as External Audit Manager 1, 66466. Option 3: Completion of undergraduate core coursework in accounting, business administration, computer science or related field; 6 yrs. exp. in auditing or accounting which must have included 3 yrs. auditing exp. in accordance with auditing standards or in accordance with prescribed management policies &/or procedures as specified on agency position description; 2 yrs. exp. or 2 yrs. trg. in supervisory principles/techniques. Pay Information

T his position is in the State of Ohio's E1 Pay Schedule, Pay Range 15. Unless required by legislation or union contract, starting salary will be the minimum salary of that pay range (step 1, currently $41.23 per hour). These ranges provide a standardized pathway for pay increases. With continued employment, new hires move to the next step in the range after 6 months and annually thereafter. Cost of Living Adjustments increase wages in these ranges each fiscal year. The current step progression wages are in the table below.
