Grant Analysts – IMMEDIATE on-call

This project-based position is open to candidates located in Puerto Rico
.
This position is Hybrid (home and office) located in Guaynabo, Puerto Rico.
In this role, you will review Request for Reimbursement (RFR) or Request for Advance (RFA) that have been assigned to ensure relevant documentation is provided and in compliance in order to make the recommendation.

About On-Call Employment with ICF
Given the seasonal or project-specific nature of our disaster & emergency management work, ICF often hires professionals as "On-Call" employees. On-Call employees are scheduled for work hours as they become available (while we usually schedule work hours a few weeks ahead of time, last-minute scheduling may also occur), and each on-call employee is free to accept or refuse the hours assigned to them in a given week. On-Call employees may work concurrent projects outside of their ICF assignment (as long as their outside work does not create a conflict of interest with the work they do for ICF).

Role and Responsibilities:
Review of the current obligated project worksheet for validation of the eligible scope of work and cost.
Review of the current obligated project worksheet for validation of the eligible scope of work and cost.
Research and review relevant regulations and policies that support eligibility or denial.
Interact with technical team as necessary to discuss concerns or challenges with recommendations.
Update systems of record with all recommendations, status notes, request for information, to ensure visibility of RFR/RFA assignments in process.
Delivers comprehensive disaster recovery and grant monitoring services, covering FEMA, 404 and 406 Hazard Mitigation, CDBG-DR State Match and Alternate, Improved, and Section 428 Public Assistance Alternative Procedure projects.
May offer training, programmatic or technical assistance in housing, economic development, FEMA PA and/or community development as requested by supervisor.
Keep Unit Lead, Team Lead & Operations Manager informed on issues, problems & resolutions.
Superior customer service skill set, ability to listen, facilitate and negotiate problems.

MUST HAVE Requirements:
2+ years' experience in Accounting, Finance and/or Auditing.
2+ years' professional experience.
Bilingual English and Spanish.
2+ years' experience with MS Office (Word, Excel) -Pivot Tables, V-Lookup, Formulas, etc.
Willing and able to travel as needed for project requirements.
Preferred Skills:

Bachelor's degree.
Prior disaster or emergency management experience.
Prior FEMA experience.
Experience with grant management.

Pay Range
- There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.
The pay range for this position based on full-time employment is:
$36,280.00 - $61,677.00
