Job Description
There is an opening in the Service Subcontracts team within Acquisition Services. This group is working on serivce-based procurements that fall both within and outside of existing SLA's and standard operation procurements. The Subcontract Administrator among this team directs and oversees the subcontracts necessary to fulfill the mission of the lab through their lifecycle. The Subcontract Administrator serves as the liaison between the NREL 'Customer' (i.e. the end user of the service), NREL Legal, NREL Finance, offerors and subcontractors. They serve as the main facilitator and negotiators for acquisitions, providing recommendations, record keeping, contract monitoring, change management and more. Subcontract Administrators of all levels complete purchases that cover a variety of industries/technical areas. Regardless of the technical area, the Subcontract Administrator is the primary individual responsible for the creation and management of all assigned acquisitions.
What to expect:
Source, negotiate and administer subcontracts and purchase orders with a diverse portfolio of business concerns/entities. Develop and review statements of work for completeness and compliance purposes for all types of R&D, technical services and other work projects. Develop procurement packages, initiate all applicable subprocess reviews (Information Technology, Safety, Legal, Cyber Security etc.), and direct usage of strategic and self-service methods, when applicable. Review and assist internal customers with development of sole source justifications. Collects, evaluates and conducts analyses, and prepares reports, presentations and recommendations related to a specific field or function. Tracks the business environment on an ongoing basis and assimilates changes in customer needs in order to align special category related opportunities that might arise. Resolves issues related to vendor performance, audits, intellectual property, vendor equipment purchases, National Environmental Policy Act (NEPA), small business subcontracting goals, and organizational conflicts of interest. Develops strategic partnerships with key vendors for cost and service advantage through negotiating favorable pricing and contract terms and conditions. Applies governing terms and conditions per Federal & DOE acquisition regulations. Effectively liaise between Acquisition Services (internal) customers and Directorate (external) customers to ensure all needs are met for the customer while ensuring NREL is receiving the most cost-efficient goods or services. Executes effective Acquisition subcontracts and adhere to milestones with internal customers based on needs. Encourages small business engagement and vendor engagement. Coordinates with internal customers to generate procurement specifications. Establishes and executes competitive selection strategy based on contract type. Team with Acquisition Service Group members on projects as assigned. Basic Qualifications
Relevant Bachelor's Degree and 2 or more years of experience or equivalent relevant education/experience. Or, relevant Master's Degree or equivalent relevant education/experience. General knowledge and application of technical standards, principles, theories and techniques. Frequent application of industry concepts and principles. General knowledge of laws, regulations, principles, procedures and practices related to specific field. Skilled in problem solving, written and verbal communication. Ability to use various computer software programs.

Additional Required Qualifications Demonstrated subcontract administration experience with commercial item or service procurements. Ability to work with multiple funding stakeholders from federal and state agencies, major industry corporations, and highly technical subject matter experts. Developing skills in legal compliance, negotiation, relationship management, cost/price analysis, and compliance implementation with some guidance. General knowledge of laws, regulations, principles, procedures and practices related to specific field - such as FAR regulations. Can effectively follow standard procedures for contract administration with minimal guidance. Proficient organization, portfolio management and problem solving skills. Customer service oriented with strong follow up and overall verbal and written communication. Ability to use various computer software programs for tracking, reporting, document management, communication and organization. Proven track record maintaining impeccable documentation standards. Preferred Qualifications Demonstrated full-lifecycle subcontract administration experience. Successful track record effectively sourcing new vendors - small and diverse businesses. Considerable applied experience working with FAR, DEAR and Prime Contract regulations and flow down clauses. Job Application Submission Window

Annual Salary Range (based on full-time 40 hours per week)
Job Profile: Professional II / Annual Salary Range: $63,600 - $104,900
NREL takes into consideration a candidate's education, training, and experience, expected quality and quantity of work, required travel (if any), external market and internal value, including seniority and merit systems, and internal pay alignment when determining the salary level for potential new employees. In compliance with the Colorado Equal Pay for Equal Work Act, a potential new employee's salary history will not be used in compensation decisions.
