Description
The BMS@Jefferson Program Manager is responsible for the supervision of the clinical and programmatic initiatives of the BMS@Jefferson site which includes the BMS School Based Health Center (BMS SBHC) adolescent practice and our NYC Dept. Of Education partnered school World Academy for Total Community Health (WATCH). The BMS@Jefferson Program Manager is responsible for ensuring the BMS SBHC compliance with all BMS clinical site operational practices and standards as well as the program requirements that meet the deliverables of NYSDOH funders. Further responsibilities include supporting WATCH High School at a leadership level to implement workforce initiatives including career exposures, student recruitment, additionally, programs that promote student engagement. Finally, in conjunction with program personnel and under the supervision of Managing Director of Development the BMS@Jefferson Program Manager will initiate and oversee new adolescent health and education services across both oversight areas.
WHAT YOU WILL DO
The Program Manager is responsible for the following:
In conjunction with BMS Medical Director, and in accordance with NYSDOH Guidelines, coordinate the provision of:
+ Comprehensive age-appropriate health assessments, screening, and counseling (history immunization, complete physical exam, scoliosis screening, height/weight plotted on growth chart, vision & hearing screening, hematocrit/hemoglobin, urinalysis and care plan, with referral and follow-up); Diagnosis and Treatment and appropriate triage and referral for minor problems, acute problems, and chronic conditions; Laboratory Testing (performed on-site) to include hematocrits/hemoglobins, urinalysis-dipstick, wet-prep and pregnancy tests and specimens obtained on site for off-site lab testing of throat culture and other infectious sites, microscopic urinalysis, sickle-cell test (where appropriate) and lead test (where age-appropriate) dental care, and Mental Health services
+ Monitor and maintain Program Quality Assurance standards, Joint Commission standards, SBHC PERT reviews, audits etc. and participate in standing meetings related to these areas; Track the success of programs and impact on BMS patient productivity, engage and coordinated potential partners in the planning process at the community, state and local government and conduct and in-depth assessment of the nature and extent of assets available for adolescent health services in the community.
+ Submission of Monthly Reports, NYSDOH mandated quarterly and end of year reports as well as program budget and vouchers in conjunction with BMS finance department.
+ Implement measurable outreach efforts that increase patient visits and student enrollment rates for BMS SBHC and all applicable BMS sites including the successful execution of health education services, outreach and marketing for adolescent initiatives at BMS
+ Initiate new adolescent health education services sites while serving as a conduit for adolescents to engage in clinical services at BMS clinical sites by forging strong relationships with schools/community youth programs leadership and teachers, who will, in turn, assist in eliciting parental cooperation.
+ In conjunction with other program directors and under the supervision of the Managing Director of Development, collaborate with WATCH Health Partner Coordinator (WA.TCH Principal or Designee) to increase health career exposures and programs, marketing for WATCH student recruitment and identifying grant opportunities and managing new grant sources with the BMS Development team.
Supervisory Responsibility:
+ Directly supervise the administrative functions of all BMS SBHC staff including the Patient Care Coordinator, Administrative Assistant/Outreach Worker and Nurse Practitioner, as well as along with any other additions or changes to the program personnel

+ Effective interpersonal skills, excellent customer service-oriented behavior/attitude.
+ Proficiency in English and bilingual preferred. Knowledge of FQHC key requirements, NYS and NYC guidelines and regulations about SBH.
+ Demonstrated ability to establish a leadership role and develop relationships. Ability to write narrative sections for reports and grants. Demonstrated ability to work as part of an interdisciplinary team.
+ Demonstrated ability to form community and school partnerships. Must possess intermediate to advanced Excel skills for data analysis and reporting. Knowledge of Online School Clinic Data Repository (OSCR) a plus.
+ Familiar with Citywide Immunization Registry database.
Education and Experience:
+ Bachelors degree required with at least 3 years experience in adolescent health.
+ School-Based Health Center experience strongly preferred.
+ Computer literate and at least 2 years of clerical/administrative experience required.
+ Strong interpersonal and communication skills.
