Job Summary
Serves the functional administration of public service processes. Manages special projects, contract management, EPA compliance and provides project management support to the Department of Public Service.
Starting Salary Range: The starting salary is between the minimum and midpoint of the range ($79,747.20 - $97,676.80 annually). Candidates will start at the minimum of the range unless their skills, experience, education, or other factors exceed the qualifications for the position.
Essential Job Functions Carries out managerial responsibility by policies, procedures, and applicable laws, including interviewing, hiring, and training staff; planning, assigning, and directing work; establishing deadlines; appraising performance; rewarding and disciplining employees; coordinating, developing, and approving staff training; approving leave requests; and addressing complaints and resolving problems. Oversees the City's local, state, and federal compliance requirements related to water, stormwater, and sewer, including OEPA and EPA regulations and required reporting. Manage all aspects of assigned projects. Manages and oversees bidding, construction, inspection, problem resolution with contractors, project closeout, GIS integrations, and the completion/execution of infrastructure records and inventory including maintaining as-built drawings and various records of infrastructure improvements. Drafts Requests for Proposals (RFP) and develops scope of work. Prepares formal bid proposals, construction specifications, contracts, and change orders. Prepare and manage project budget to ensure expenditures remain within the scope of work. Plans and coordinates the work of staff and contractors for the operation and maintenance of the City's traffic signal system. Coordinate with Superintendents to set seasonal work programs for each Division. Assists with technology projects and systems used by the Department of Public Service. Reviews work for compliance with all required permits and guidelines. Assists in the formulation of the budget and monitors expenditures including operational and capital resources. Responsible for the development and review of capital and infrastructure improvement projects Prepares complex, routine, and non-routine reports; receives, sorts, and summarizes material for the preparation of reports; prepares work reports. ** Regular, predictable, and punctual attendance is required.
Minimum Qualifications
Any combination of education, training, and experience that provides the required knowledge, skills, and abilities to perform the essential functions of the job. A typical way to qualify is: four or more years of increasingly responsible experience in project management related to public service projects and tasks or a bachelor's degree in a related field such as construction/project management. Current and valid Ohio driver's license with an acceptable driver's abstract to meet criteria for insurability established by the City of Gahanna.

Communicating orally and in writing with internal staff, citizens, and other departmental staff in order to give and receive information in a courteous manner. Operating and maintaining all assigned equipment required to perform the essential functions of the job. Selecting and motivating staff and providing for their training and professional development. Project management services. Conflict resolution and problem-solving. Contributing effectively to department goals and objectives. Using tact, discretion, initiative, and independent judgment within established guidelines. Directing, assigning, and motivating staff within the organization as needed for projects. Ability to: (Mental and Physical Abilities)Work independently, while being able to meet deadlines. Review and analyze construction plans to determine compliance with applicable specifications, regulations, codes, and ordinances. Establish and maintain effective working relationships with fellow employees, City officials, other government agencies, and the public. Effectively manage and maintain positive employee relations. Enforce safety regulations and emergency procedures. Stand; sit; speak and hear; use color, texture, sound, shape, and odor perception; push, pull, and/or lift up to 50 pounds. Work outside of standard business hours to include nights, weekends, and holidays, as needed based upon programming and special events. Understand and follow state, local, and city laws, regulations, and procedures and maintain appropriate licensures and certifications. Working Conditions: Work is performed in a normal office environment and the field exposing the employee to various conditions, such as extreme cold, extreme heat, noise, vibration, hazards, and other atmospheric conditions. This is medium work requiring the exertion of 50 pounds of force occasionally, up to 20 pounds of force frequently, and up to 10 pounds of force constantly to move objects. Work requires climbing, stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, grasping, and repetitive motions.
