UNOS is seeking a highly motivatedgovernment contracting Proposal Manager with a track record of successfully transforming federal,state, international and private business opportunities into high impact,winning proposals. UNOS has been the lead federal contractormanaging the nation's organ transplant system for the past 4 decades and islooking to expand its impact into other health-related government contracting spaces.
AsProposal Manager, you will coordinate and lead the end-to-end proposal process,from initial concept to final submission. Key Responsibilities:
-Manage all aspects of proposal development (proposalwriting, editing, illustration, production efforts, etc.) from assignment andreceipt of RFP, through delivery and receipt by the customer.
-Analyze solicitations (RFP, RFQ, RFI, etc.) in conjunction with other customerrequirements and communications; and determine final document structure.
-Prepare detailed proposal plans, schedule outline and compliance matrix forassigned pursuits. (Strong organizational management skills and attention todetail are essential attributes).
-Must be able to do general editing of written material, writing new material orworking with reuse material, proofreading, and performing quality check ofproposals under tight deadline constraints.
-Conduct color team reviews (e.g. Pink, Red, Gold), leadvolume production, submission, and post-submission actions.
-Support proposalstrategy development, theme and discriminator development, proposal planningand scheduling, and proposal artifacts development/publication.
-Provide detailed guidance to proposal writers/contributors and subcontractors
-Assign and manage writing assignments and receipt of all proposal materialswith authors and teaming partners in accordance with the project schedule
-Support and ensure proposal center processes are followed, standard style guideis used, and documents are managed and submitted in accordance with establishedguidelines
-Orchestrate the collection and editing of proposal materials to ensurecompliance
-Ensure proposals are compliant with all evaluation criteria, regulatory factors,any scope of work or performance work statements, and any otherinstructions/evaluations
-Communicate proposal-related requirements and status with senior management
-Monitor and remaining current on all amendments and modifications to thesolicitation
-Organize an easy to manage proposal repository to make information easy to findand facilitate team proposal collaboration.
-Work with capture teams to understand the valueproposition/win strategy and lead a proposal team to effectively andcompliantly communicate the value proposition/win strategy.
Minimum Requirements:
-5+ years of hand-on proposalmanagement producing small ($5M) to medium ($100M) federal proposals, stateproposals, or other business RFP response proposals.
Critical Skills:
-Demonstrated expertise in leadership, supervising teams,managing complex projects
-Proven track record in business development and strategic planning
-In-depth knowledge of how to analyze a solicitation and structure a proposal tobe highly compliant, responsive and competitive
-Ability to motivate and energize a team to produce a winning proposal and tomanage multiple proposal processes simultaneously
-Ability to work effectively with a diverse range of stakeholders and SMEs whopossess a variety of skills, experience and personalities
-Strong understanding of process improvement methodologies to streamlineproposal workflow
-Proficient in profit/loss analysis to optimize financial outcomes
-Excellent communication skills to effectively convey proposal strategies
-Microsoft Office advanced skills
Additional Skills &Qualifications:
-Shipley practitioner and APMPcertification desired
Education:
-4-year degree in related field or equivalent level ofprofessional experience required.
