Company Description The Talent Development Specialist operates within the Ohio Means Jobs Center Columbus-Franklin County to deliver the Reemployment Services and Eligibility Assessment (RESEA) program and deliver the Workforce Innovation and Opportunity Act (WIOA). The RESEA program is a federally funded program that provides intensive reemployment assistance to job seekers who are receiving unemployment benefits and are determined likely to exhaust their benefits before becoming reemployed. WIOA is a federally funded program that is designed to strengthen and improve our nation's public workforce system and help get Americans and those with significant barriers to employment, into high-quality jobs and careers and help employers hire and retain skilled workers. Job Description RESEA- 35% Manage a caseload of RESEA program participants and provide reemployment services. Deliver the RESEA program by meeting with program participants for their initial and subsequent appointments. Assess participant competencies, work history, educational attainment, skills, and abilities. Identify challenges to finding employment and assist participants in finding solutions. Complete an individualized overview of available services and work with the participant to create a reemployment plan. Maintain information about area resources and employers. Provide information to participants on available training and/or employment opportunities. Prepare, organize, and maintain accurate, updated information in electronic participant files. Operate within a team of RESEA program advisors that deliver the RESEA program. Additional duties as assigned. WIOA- 65% Complete intake process for interested participants. Talk with prospective participants about the WIOA program. Demonstrate knowledge of federal, state, and local workforce development programs, funding guidelines, and workforce development codes. Identify the kinds of information individuals need, including assessment, to assist participants to make realistic career decisions. Understand the process and assist individuals to identify goals, to build skills, as well as prepare for, search for, obtain, retain, advance, and change employment. Deliver and apply knowledge of modern job search, recruitment, and retention strategies to assist participants in achieving career goals. Verify eligibility for program services. Prepare, organize, and maintain accurate, updated information in electronic and physical case files Additional duties as assigned. Qualifications Related associate's degree from an accredited university or college, or equivalent work experience. Related work experience. Excellent verbal and written communication skills. Demonstrated customer service skills. Familiarity with the communities being served, with knowledge and understanding of local needs and resources.
